Mahl , who has dealt with City matters in <br /> the past , was well aware of procedures , and suggested that he go through <br /> the established processes . City Attorney added that if Mr . Mahl has further <br /> engineering information to share , rather than present it to the Council , it <br /> - should be submitted instead to the Chief Building Official . Mayor Keckley <br /> advised that Council will hear the letter as requested , but that there would <br /> not be a full-blown hearing , Councilman Henderson noted also that the City <br /> Council had no legal authority to overrule the Board of Building Review , and <br /> it should be understood there could be no change by Council in the decision <br /> of the Board . She suggested that if this was not fully understood , that <br /> the California Investors Group review procedure with the Chief Building <br /> Official or the City Attorney to insure the presentation is pertinent to <br /> the relationship under administrative action . <br /> 2 . Notice from U . S . Army Engineer District , Corps of Engineers , <br /> San Francisco , regarding Public Notice No . 73 -48 , seeking any <br /> objections to proposed bay-water intake structure on Belmont <br /> Slough near San Francisco Bay at Redwood City . <br /> 3 . San Mateo County Transit Development Project , invitation to City <br /> Council members and their immediate families to tour the Bart <br /> System Tuesday , December 5 , 1972 . ( Copies mailed to Council <br /> November 27, 1972 ) <br /> (b ) ORAL <br /> 1 . Ken Rowe , 421 Lanyard , representing Redwood City Tribune , <br /> inquired whether Council could say whether they knew the status <br /> of City ' s labor negotiations . <br /> Mayor Keckley responded that there was to be an Executive Session the following <br /> day and this was the extent of what could be said on the subject at this time . <br /> 2 . Lawrence Stahl , 39 Prague St . , San Mateo , representing Redwood City <br /> Housing Union , spoke on the subject of his difficulty in obtaining <br /> real estate loan for purchase of a dwelling as a rental property in <br /> the vicinity of Northumberland Avenue , which he felt was due to <br /> commercial interests in the area , and asked what City ' s plans were , <br /> since it helped to set up the situation . <br /> Mayor Keckley advised that the area in question was outside City limits and <br /> therefore outside its jurisdiction . He also noted that the annexation of <br /> adjacent property was initiated by the property owner . It was suggested by <br /> Council that Mr .
