251 <br /> City Manager then requested the two additional reports from the Planning <br /> Commission ( Exhibit "C " ) and the Public Works Department ( Exhibit "D " ) , <br /> which were submitted to Council , be highlighted by the respective Directors . <br /> The Planning Director commented that the Planning Commission was made aware <br /> on the Tuesday following the Public Hearing that there were ten days in <br /> which they would have an opportunity to make input to the record on the <br /> matter of El Camino Real and after making a thorough study of all the <br /> alternate proposals that had been available up to that time , came up with <br /> their recommendation , that Alternate #3 be approved , with two modifications <br /> as follows : <br /> a ) Deletion of the provision for <br /> tow -away zones . <br /> b ) Inclusion of a provision for <br /> " skip - spacing " of on- street <br /> parking . <br /> Planning Director continued with recap of the information contained in the <br /> report . (For complete text see City Clerk ' s file - Public Works ) <br /> He expressed the Planning Commission ' s awareness of the State ' s position <br /> regarding the project but recognizing, however , if alternatives to that one <br /> proposal were to be considered at all it had to be considered with the <br /> expectation that at some point the State might be willing to modify their <br /> position . It was presumed the State is most concerned with the regional <br /> thoroughfare function of El Camino Real , and must protect it , since this <br /> highway reaches from San Francisco to San Jose . He commented on what might <br /> be construed as State objectives versus local objectives , that needs on the <br /> parts of both are constantly changing and public attitude shifting in regard <br /> to the importance of thoroughfares and whether their solutions should be <br /> automobile oriented or human oriented . The Planning Commission felt that <br /> the solution they recommended was a human oriented proposal , in that it <br /> attached the matter of safety by containing left- turn storage lanes , elimin- <br /> ating hazardous cross traffic , and increasing lane widths . <br /> Responding to questions by Council , Planning Director reported on parking <br /> study which was made in December , 1970 , before and after Christmas and it <br /> was found that the result , percentagewise compared with this year , was about <br /> identical , if not the same . <br /> Skip - spacing was discussed and it was brought out that a reduction of a <br /> little less than 1/3 spaces would result , i . e . , in the areas of intersections <br /> and in some cases the removal of alternate spaces , but this would still <br /> allow accommodation for more parking than is presently used . It was concluded <br /> that the Planning Commission ' s proposal , either with or without skip -parking , <br /> 12/18/72 <br />
