252 <br /> still would not be acceptable to the State and the Council should recognize <br /> that whatever recommendation is made , State would have to be convinced <br /> that this is an acceptable solution for El Camino Real , to Redwood <br /> City , before we could proceed with this project . It was recommended <br /> that Council not sign an agreement with the State providing for tow <br /> away for two -years , at the end of which time the State could make the <br /> unilateral decision to take it off . <br /> At request of Mayor Keckley , Director of Public Works provided a brief <br /> review of the proposals , based on his report to Council ( Exhibit "D " ) . <br /> (For complete text see City Clerk ' s files - Public Works ) He brought <br /> out that the State ' s position on the tow away zone was quite clear , <br /> that they felt they had a responsibility to maintain traffic flows and <br /> that the two-year tow away was a reasonable position . However , they <br /> did review Alternate #2 which they did look upon with some favor because <br /> it provided three lanes at mid -block in either direction and they were <br /> in favor of the skip -parking proposal because of the fact it offered a <br /> means for motorists to move out of the travel lane . He elaborated on <br /> the " signal only " project ( scale drawings of the full length of the <br /> project for both Alternate #3 and Signals Only were posted in the <br /> meeting room for review ) and explained his parking summary chart <br /> attached to his report . He had available three typical off street <br /> parking arrangements to give the Council an idea of what could be done <br /> and what the costs would be . <br /> City Manager advised that Planning Commission and Staff would urge <br /> Council not to hold too tightly to what the State has said they will <br /> or will not accept in the past , but in the event Council wishes to <br /> approve some kind of improvement program for El Camino which does not <br /> meet State and Federal requirements , then staff will have to proceed <br /> to change those requirements , at least insofar as El Camino Real in <br /> Redwood City is concerned . <br /> Following brief additional discussion it was brought out that if <br /> Council wanted to adopt policy statement in support of Alternate #3 , <br /> with the skip - space parking as recommended by the Planning Department , <br /> they could do so notwithstanding the fact that it doesn ' t meet the <br /> State criteria at present , which would mean that from that point onward <br /> Staff would gather the data and have the studies done that would <br /> convince the State Highway Commission and the Federal Government <br /> Agencies involved that the solution propounded by the City Council <br /> 12/18/72 <br />
