254 Mr . Costello presented four signed petitions expressing that request . City Attorney asked that petitions be marked for identification as Public Exhibits #8 , 9, 10 and 11 - received December 18 , 1972 . Mayor Keckley ordered a twenty-minute recess at 9 : 20 p . m . City Manager was excused from the meeting . Mr . Al Davies , 1101 El Camino Real , property owner , expressed the hope Council would take time in making a decision . Also , in financing the undergrounding , he felt he wouldn ' t be opposed to this phase if the funding was through the Public Utilities program , arranged through Pacific Gas & Electric Company . Judge Louis B . Dematteis , 823 Blandford Blvd . , indicated he echoed Mr . Costello ' s remarks , that this matter is of such impact that the hearing should be left open in order to advise a plan that all could live with . He felt that if the people involved , together with the Council , would join in an appeal to the State there would be more likelihood of being listened to and accepted . There being no further communications or oral discussion , Councilman Williams moved the public hearing be closed , seconded by Councilman Norris . On the question Councilman Henderson asked whether Council would have the right to reopen the public hearing at some future time if they voted to close it at this meeting . City Attorney advised that such could be done by continuing the matter or taking it under submission . He also added that the record would remain open for the purpose of receiving any written submittal for another ten days , if they closed the public hearing tonight . Mayor Keckley commented that Council had two items before them , either to close the public hearing and take an action tonight , or to continue the public hearing and the decision making . He hoped the Council would continue the process until a final decision is made on El Camino Real project . That Council would be very remiss if they terminated the proceedings or put off indefinitely any decision . Following brief additional discussion, motion to close the public hearing carried . Councilman Williams commented on the importance of finding out if the State would accept Alternate #3 proposal with the modifications or if it would be necessary to utilize " trade -offs 't from property owners , business men and/or City , in order to have the proposal accepted . 12 /18/72
