255 <br /> Councilman Norris stated he believed City needed to protect the <br /> businesses that provide much of the revenue of this City , by <br /> providing on- street parking , and that there was no question that <br /> El Camino needs to be up -dated not only for safety consideration <br /> but aesthetically . He commented that he believed that the State <br /> should not dictate how we should upgrade our main thoroughfare , <br /> and that Council should achieve what is best for Redwood City even <br /> if it meant the possibility of losing FAU (Federal and Urban money <br /> this year . <br /> Councilman Norris moved that Council endorse the concept of Alternate <br /> #3 (Exhibit "A " ) with deletion of the provision for tow -away zones , <br /> and inclusion of a provision for " skip -spacing " for on- street parking , <br /> seconded by Councilman Williams . <br /> City Attorney verified the fact that Councilman Norris had rehabili- <br /> tated himself in regard to the El Camino Real project since his <br /> absence at the public hearing , by having read the verbatim tran- <br /> script and was therefore qualified to participate in the voting <br /> and in the discussion on the matter . <br /> There was brief discussion by Council in which it was noted that in <br /> approving the concept of the plan, the mechanics of working it out <br /> could be up to staff , and would be brought to Council again for <br /> approval of plans and specifications , <br /> Motion was carried on roll call vote , Councilmen Rhodes and Weymouth <br /> being noted absent . <br /> (MINUTE ORDER #72 -220 ) <br /> It was noted that both absent Council Members would have the <br /> opportunity to review the matter before it again came before Council . <br /> Mayor Keckley excused the Certified Shorthand Reporter at 10 : 10 p . m . <br /> FAIR OAKS COMMUNITY CENTER (HUD) 2600 Middlefield Road , <br /> Assistant City Manager was invited by Mayor Keckley to comment , and <br /> advised that this subject had been carried on the tentative agenda <br /> for some weeks and in view of the time limitation , was put on this <br /> agenda in the hope that staff would be in a position to recommend <br /> that Council proceed . However , he asked that Council defer the <br /> matter until the Adjourned Regular Meeting of December 21 , 1972 . <br /> Councilman Norris moved to continue the matter to Adjourned Regular <br /> Meeting , Thursday , December 21 , 1972 , seconded by Councilman <br /> Henderson and carried , <br /> (MINUTE ORDER #72 -221 ) <br /> 12/18/72 <br />
