The matter of sod versus <br /> seed was discussed , and City Manager explained that sod had been considered <br /> the previous year due to the fact that Council had been called upon to <br /> award the contract in June which allowed too little time for seed to become <br /> established . It was felt that going to bid at this time would allow <br /> time for seeding and have the field in playing condition by September . <br /> In additional discussion , City Attorney indicated that in order to meet <br /> legal requirements for funding , an agreement would be coming before <br /> Council for approval before the work is completed . City Manager advised <br /> - <br /> also that , while the 2t9ers were not insisting on it , staff believed there <br /> was a moral obligation to share the cost of the renovation . Following <br /> brief further discussion , motion carried on roll call vote . <br /> Proposed Public Works Department reorganization . City Manager referred to his <br /> complete report to Council involving restructuring of Public Works <br /> Department , noting that one of the major points for submittal at this <br /> time to Council was a self-imposed time limit , relating to Construction <br /> Inspectors , but that the intent was to permit Council ' s perusal , and not <br /> necessarily press for a decision at this time . The proposal was discussed <br /> at length , after which City Manager advised that if it is authorized , it <br /> would go into effect immediately , and recruitment would commence for the <br /> Director of Public Works . Mike Riback . <br /> Request of Native Sons of the Golden West re : Statewide Admission Day Celebration . <br /> City Manager advised that in response to Council instructions relative to <br /> this request , dated January 2 , 1972 , he had solicited recommendations from <br /> the concerned C, ily departments and contacted Peninsula Celebration Associa- <br /> tion and Club Mexicano -Americano , whose Independence Fiesta would fall on <br /> September 14-16 , 1972 , within a few days of the requested dates for the <br /> proposed Admission Day Celebration . It was indicated the proposal could <br /> be accommodated , that direct costs to the City would approximate $4 , 000 , <br /> which would need to be considered in the 1972 -1973 Budget , and insurance <br /> would be required . With regard to street decorations , if American flags <br /> are to be used , these would have to be borrowed from Peninsula Celebration <br /> 2 -7 -72 <br />
