In response to questions by Council , City Manager indicated that the obvious source of odor now was a sour Digester , and that staff had tried everything ft) correct the problem . He felt that eventually , in addition to adding chlorine to influent , there would be a recuirement for dechlorination . He indicated also that the intermediate and long range phases would be part of the Capital Improvement Program , Deputy Director of Public Works advised that at present sufficient doses of chlorine are added to kill harmful bacteria which otherwise would enter the Bay . Chlorination at present costs $ 50 . 00 per day . In response to question by Council , he advised that the Digester had been cleaned only once during Plant ' s existence . Deputy Director explained the difference between the pre -- chlorination and post - chlorination processes , and indicated that the chlorine disperses almost immediately but has a toxic effect within 35 feet vertically , and 200 feet in whichever direction the tide is flowing . He noted they are attempting to measure any harmful effects , which they feel might be cumulative . City Manager advised that while it is anticipated post- chlorination will have to be done , not providing for it now was simply a ratter of economics , noting that $100 , 000 in equipment would be necessary which City does not have . He felt t this was something that should be put into the facility at the outfall and cost of which should be shared by all of the agencies using the line . It was recognized that it needed to be done , and it was simply a matter of when .
