Vice Mayor Keckley <br /> stated that he understood this had been resolved . <br /> Bob Anderson , 432 James Avenue , representing <br /> the Condor Club , advised that during the past <br /> week he had been in touch with the Principal <br /> of Woodside High School , and use of the field <br /> was approved for the two days , and an agreement <br /> signed . He added that they hoped that for future <br /> exhibitions they could get together with Council <br /> so as to avoid this kind of problem . <br /> Vice Mayor Keckley suggested that they make their request early enough , and <br /> give consideration to dates so as not to be in conflict with Little League , <br /> or June wedding receptions at the Community Activities Building . <br /> Councilman Rhodes advised that because of the successful efforts of Councilman <br /> Henderson in the Club ' s behalf, it had been unnecessary for the Liaison <br /> Committee to meet . Councilman Henderson expressed the hope that the Mayor <br /> or Vice Mayor would express Council ' s appreciation to Mr . Hutchinson for <br /> consideration shown both to the City and to the Club , and that the Club <br /> appreciated this highly desirable location . She also indicated she understood <br /> the ,group intended to make an effort to make the residents aware prior to <br /> this event . (Memo 2 - 16. 72 ) <br /> Fat_ r Oaks Neighborhood Center Advisory Board . <br /> City Manager ' s report indicated the HUD Citizens Advisory Committee intended <br /> to recommend Council appointment of an Advisory Board for the Center without <br /> benefit of an election . Prior to that Council had received a report outlining <br /> procedure for the election -appointment of the Neighborhood Center Advisory Board , <br /> providing : a ) division of the target area into six districts ; b ) interested <br /> residents within each district to file nominating petitions with not less <br /> than twenty- five signatures ; c ) establishment of a polling place in each of <br /> the six districts , and d ) that the name of the person receiving the most votes <br /> in each district would be submitted to the City Council for formal a.pnoi-ntment . <br /> City offered logistic a. sistance . Election scheduled for January 27 , 1972 was <br /> recommended by the Nei_ hborhood Development Council to be postponed and filing <br /> date for candidates extended , but an election was never held . Because of an <br /> apparent conflict in opinion as to whether the Board should be by election , <br /> or by Council appointment , City Manager recommended that , to provide as broad <br /> an involvement of the target area as possible , and because Council appointment <br /> might seriously divide the neighborhood and cloud the good intentions of an <br /> appointed Board , consideration be given the following : 1 ) Council reaffirm the <br /> election concept ; 2 ) Council request the Neighborhood Development Council to <br /> administer the election , with any assistance desired provided by the City ; <br /> 3 ) Council approve a proposed guidelines with regard to the Advisory Board . <br /> 2 - 14-72 <br />
