X99 <br /> City Manager added that , although he and the Assistant City Manager were <br /> not involved at the inception of the project nor until most of the basic <br /> n repa. rations were made , efforts had been made to bring themselves up - to -date <br /> as far as possible , He said that if, as and when the Center opened , <br /> recommendations would be made to make the Center an attribute . He felt <br /> that the more participation and interest by the people who would be using <br /> the Center , the better it would be . He recommended the election be set <br /> far enough ahead to get candidates interested . He referred to a letter from <br /> Clifford Boxley , PROBE Director , suggesting the election be delayed until <br /> after groundbreaking since there would be tangible evidence the Center <br /> would become an actuality as an incentive , <br /> The recommendation that the Neighborhood Development Council administer the <br /> e lection was discussed briefly , and City Manager noted that as far as he <br /> could tell , the Council was represented by all factions in the neighborhood . <br /> Object was to get as much of the community involved as possible , and to have <br /> the election held far enough in advance so that everyone knew about it . <br /> Following additional discussion , City Manager indicated that report and <br /> recommendation for going to bid on construction of the Center was being held <br /> up by three things , one being the matter now before Council , second , the <br /> matter of implementing an affirmative action program , which had never been put <br /> into specific terms . He indicated staff was working with various groups in <br /> the neighborhood trying to draft segments of the specifications which would <br /> provide for specifics with regard to affirmative action , and third , there <br /> was question as to whether it could be recommended to Council whether the <br /> project should be constructed at all , because he could not see how the City <br /> could successfully operate the facility by itself . There were no arrangements <br /> for the County to participate in operating costs , nor with the County to <br /> rent space , and none for the County to participate in the costs of the facility . <br /> He added there had been meetings with County staff attempting to formulate <br /> specific agreement so that the County could participate in the project , and <br /> if succes ul , then he could recommend to Council to go to bid . <br /> Councilman Henderson moved to reaffirm the election concept , and to request the <br /> Neighborhood Development Council to administer the election , and to approve <br /> policy recommended with respect to the Advisory Board , seconded by Councilman. <br /> Rhodes , Councilman Petersen opposed the motion . <br /> Dave Walker , 126 Cypress Street , expressed <br /> appreciation for the City Manager ' s recommendations <br /> stating that he agreed 100% . He reported numerous <br /> complaints in the immunity with respect to <br /> previous attempt at an election , such as , not <br /> enough done to inform the community ; information <br /> received by some only a few hours before the <br /> petition deadline , He did not feel the City <br /> should be asked to involve itself, and that the <br /> Community needed to work out its own internal <br /> problems . <br /> 2 -14 -72 <br />
