City Manager agreed and indicated that what his report was suggesting was that Council adopt the rules , and that staff was trying to stay out of it except to provide logistic support . Dorothy Page , 571 Hurlingame , advised election was set in September , 1971 , and deadline reset three or four times and petitions were available at several locations . She stated people were aware , Fernando Vega , 321 Spring Street , identified himself as Chairman of the Redwood City Neighborhood Development Council , and of the Citizens Advisory Committee , He reviewed the history of formation of the Advisory Committee as it presently existed and urged Council to make appointment of this Committee as opposed to election . Clifford Boxley , PROBE Director , 2615 Fair Oaks Avenue , indicated he supported City Manager ' s position , with exception that he felt three of the members should be persons having an income of $3 , 000 or less . Following brief additional discussion , motion carried on roll call vote , Councilman Petersen voting no , and Mayor Bury being noted absent .
