452 <br /> City Attorney advised it was not necessary to open Public Hearing prior to <br /> receiving verbal report of the Chief Building Official . Chief Building Official <br /> informed Council that he had issued a Building Permit to a Demolition Company <br /> for demolition of this apartment , to commence March 21 , 1972 , and based on that <br /> information recommended no further action be taken at this time . <br /> Councilman Weymouth moved to continue the Public Hearing for one week ( March 27 , 1972 ) , <br /> seconded by Councilman Henderson and carried . ( MINUTE ORDER #72-61 ) <br /> Authorization for City Clerk to accept Deed . <br /> One of the conditions of Long ' s Drug Stores , Inc . , Tentative Map was the <br /> improvement of the southeasterly side of Chestnut Street . Apparently through <br /> an oversight that occurred some years ago , a 20 ' strip of land lying south - <br /> easterly and adjacent to Chestnut Street between Bay Road and Broadway was <br /> offered for street widening purposes but never recorded . An executed deed <br /> has now been received and approved by Staff covering this 20 ' strip to be <br /> dedicated for street and public utility purposes , and recommended for acceptance . <br /> Councilman Williams moved to authorize City Clerk to accept and record Deed , as <br /> recommended , seconded by Councilman Rhodes and carried (MINUTE ORDER #72 -62 ) <br /> Legislative Committee Report - Councilman Henderson , Chairman , on proposed or <br /> pending legislation considered at meeting of March 15 , 1972 . (For full text - <br /> see City Clerk ' s File - Legislative Committee ) <br /> 1 . Sales Tax Revenue Distribution . <br /> The Council referred to the Legislative Committee a resolution of the <br /> City of Norwalk requesting the Legislature of the State of California <br /> to revise the manner in which sales tax revenues are distributed . <br /> Committee noted that no specific recommendation was made for revision <br /> other than that the distribution of such revenues be made on a more <br /> equitable basis . No information has come to the Committee as to <br /> whether there is now pending any legislation for revision of the <br /> distribution formula . Accordingly , absent a specific proposal or <br /> specific legislation , Committee recommended that the Council take no <br /> position on the subject . <br /> 2 . Reapportionment Commission . <br /> Senator Gregorio requested review and comments regarding SCA 2 , a <br /> proposed Constitutional Amendment for the establishment of a Reapportion- <br /> ment Commission . SCA 2 would provide among other matters , for the <br /> establishment of a Reapportionment Commission to reapportion Senate , <br /> Assembly and Congressional districts in accordance with the Constitu- <br /> tional mandate regarding "One Man - One Vote " under equal protection <br /> of the laws , and would be composed of nine electors selected by the <br /> Secretary of State . Bill includes specific provisions for rejection <br /> of members and provides for naming new appointees in the event of <br /> such rejection . <br /> 3 -20-72 <br />
