453 <br /> Committee noted that the bill specifically provides that the <br /> Commission " . . , shall be responsible for the apportionment of <br /> Senate , Assembly and Congressional Districts of equal population, <br /> drawn in such a manner as to reasonably maintain the integrity <br /> of communities of interest of geographically delineable groups <br /> of persons with similar or symbiotic concerns . " Further , "The <br /> apportionment of the Assembly districts ( are to ) especially <br /> respect the integrity of cultural , social and economic communities <br /> of interest . " , and Senate districts are to be " . . . drawn to <br /> respect the integrity of jurisdictional and environmental communities <br /> of interest . " <br /> Committee concurs in the concept of a non-partisan Reapportionment <br /> Commission . However , in defining relative communities of interest , <br /> Committee believed that the term "jurisdictional " should be made <br /> more specific to refer to local governmental jurisdiction . Committee <br /> was of the opinion that the community of interest represented by <br /> local governmental entities deserves specific recognition and <br /> representation in the state and federal legislatures . <br /> SCA 2 has been amended byits author . In addition to recommending <br /> support of SCA 2 in concept , with more specific recognition of the <br /> community of interest of local governmental entities , Committee <br /> recommends that the Committee continue to review the measure with a <br /> view toward making a recommendation thereon when the proposal appears <br /> to be in final form . <br /> 3 . Watson Tax Limitation Initiative . <br /> The initiative has now qualified for the November ballot (as opposed <br /> to the June Ballot as anticipated in the bulletin) (League of <br /> California Cities Bulletin dated November 9 , 1971 ) . However , the <br /> information in bulletin is current with respect to substantive pro - <br /> visions of the measure . Committee intends to continue review of <br /> the Watson Tax Limitation Initiative , and will report further at a <br /> later date . <br /> 4 . PERS Status - Identification and Communication Staff Personnel . <br /> The Committee reviewed a letter , transmitted by the City Controller , <br /> from the Public Employees ' Retirement System requesting endorsement <br /> of proposed legislation which would provide for miscellaneous member- <br /> ship in the system for new male identification and communication <br /> employees of police departments . The law would remain unchanged <br /> insofar as retaining the policemen designation for sworn officers <br /> 3 -20-72 <br />
