453 Committee noted that the bill specifically provides that the Commission " . . , shall be responsible for the apportionment of Senate , Assembly and Congressional Districts of equal population, drawn in such a manner as to reasonably maintain the integrity of communities of interest of geographically delineable groups of persons with similar or symbiotic concerns . " Further , "The apportionment of the Assembly districts ( are to ) especially respect the integrity of cultural , social and economic communities of interest . " , and Senate districts are to be " . . . drawn to respect the integrity of jurisdictional and environmental communities of interest . " Committee concurs in the concept of a non-partisan Reapportionment Commission . However , in defining relative communities of interest , Committee believed that the term "jurisdictional " should be made more specific to refer to local governmental jurisdiction . Committee was of the opinion that the community of interest represented by local governmental entities deserves specific recognition and representation in the state and federal legislatures . SCA 2 has been amended byits author . In addition to recommending support of SCA 2 in concept , with more specific recognition of the community of interest of local governmental entities , Committee recommends that the Committee continue to review the measure with a view toward making a recommendation thereon when the proposal appears to be in final form . 3 . Watson Tax Limitation Initiative . The initiative has now qualified for the November ballot (as opposed to the June Ballot as anticipated in the bulletin) (League of California Cities Bulletin dated November 9 , 1971 ) . However , the information in bulletin is current with respect to substantive pro - visions of the measure . Committee intends to continue review of the Watson Tax Limitation Initiative , and will report further at a later date . 4 . PERS Status - Identification and Communication Staff Personnel . The Committee reviewed a letter , transmitted by the City Controller , from the Public Employees ' Retirement System requesting endorsement of proposed legislation which would provide for miscellaneous member- ship in the system for new male identification and communication employees of police departments . The law would remain unchanged insofar as retaining the policemen designation for sworn officers 3 -20-72
