Osborne , Cubmaster , as well as Leaders Paul Sullivan <br /> and Bob Abarr . <br /> Continued Proceedings - PUBLIC HEARING, Abatement of Nuisance , 24 Willow Street . <br /> The matter was continued to this date , without opening the public hearing, <br /> in order that Chief Building Official might make a final report as to the <br /> demolition proceedings which were to be instituted by the property owners . <br /> Chief Building Official Gyselbrecht reported that demolition of the <br /> building at 24 Willow Street was completed on Thursday , (March 23 , 1972 ) , <br /> and that the property was cleared . He recommended that proceedings be <br /> terminated . <br /> Councilman Petersen moved to terminate the proceedings , seconded by Councilman <br /> Rhodes and carried . (MINUTE ORDER #72 -68 ) <br /> PUBLIC HEARING , Abatement of Nuisance , 519 Roosevelt Avenue . <br /> Chief Building Official had posted a Notice to Abate this one - story stucco <br /> wood frame dwelling and detached garage , on March 3 , 1972 , setting public <br /> hearing for this date . <br /> Public hearing was declared open and affidavit of posting ordered filed . <br /> Photographs of the subject dwelling were passed to the Council by City <br /> Clerk for viewing . <br /> After being sworn in by the City Clerk , Chief Building Official read his <br /> official report , noting that the building and detached garage were <br /> originally constructed in 1924 . In August of 1971 , the present owner was <br /> issued a Building Permit to renovate the building and repair the foundations . <br /> Subsequently , the owner removed the exterior stucco and discovered extensive <br /> damage to the exterior wood frame due to termite and fungus infestation , <br /> Beyond this point , the owner evidently abandoned the buildings which have <br /> since further deteriorated due to acts of vandalism . <br /> During the latter part of December and early January , the Department received <br /> several complaints from the neighbors relative to the deteriorated condittrn <br /> of the buildings and their observations of children vandalizing the buildings . <br /> Subsequently , the Department inspected the premises and notified the owner . <br /> The owner responded that he was no longer concerned with the property <br /> and that Great Western Savings and Loan Association had filed "Notice of <br /> Default " , Also noted was the opinion that rehabilitation and repairs , <br /> including correction of housing deficiencies , would cost approximately <br /> $18 , 000 . 00 to $20 , 000 . 00 . Demolition was estimated at $900 . 00 to $1 , 000 . 00 . <br /> In answer to a question asked from the audience , Vice -Mayor Keckley responded <br /> that removal of structure would take place within 30 days , if proceedings <br /> approved by Council . <br /> 3 -27-72 <br />
