463
Since this proposed expenditure was in excess of 10% of the contract price
and appropriation of funds would be necessary to this project , Council
authorization was requested .
City Manager felt that installation of these automatic sprinklers at this
time would be less expensive and a saving in long term maintenance costs .
Councilman Williams moved to authorize Change Order as requested , seconded by
Councilman Henderson and carried . (MINUTE ORDER #72 -72 )
Councilman Williams moved to introduce Ordinance appropriating $ 9 , 233 from
Unappropriated Balance of Sales Tax Capital Outlay Fund to provide for an
automatic sprinkler system and related improvements for the Red Morton
Community Park , Redwood City , seconded by Councilman Weymouth and carried
on a roll call vote .
Resolution amending City ' s Personnel Rules and Regulations .
The Personnel Board had recommended that Rule XIII , Section 1 , pertain ing
to vacation leave be amended as it relates to Fire Department shift
personnel .
This amendment refers to the vacation accrual of the Fire Fighters and Fire
Captains working on a 24-hour shift schedule . In May 1971 Fire Fighters
Local 2014 and the City agreed to compute vacation accrual in terms of 24-hour
shifts rather than 8-hour days for the Fire Department personnel assigned to
work a 24-hour shift schedule . The intent of this vacation accrual schedule
is to maintain an equitable ratio with regular 40-hour per week employees .
Fire Fighters Local 2014 had been consulted and advised of the intention
to place this method of vacation accrual in the Rules . They were in agreement
with the concept and rate of accrual .
City Manager noted that the report to Council was self=explanatory . However ,
a change in the text would be necessary to except three non-management
employees whose position falls between shift personnel and management .
City Attorney indicated this had been brought to his attention and that one
substantive change was necessary in the legislation to accommodate this
situation , where three individuals will have the rate of accrual relative
to years of service found in subsection (b ) . Instead of shifts , vacation
-
accrual will be based on hours for those three persons .
Councilman Williams moved to adopt after inclusion of minor changes in the text
as indicated , RESOLUTION NO . 6700 AMENDING SECTION 1 OF RULE XIII OF THE
PERSONNEL RULES AND REGULATIONS OF THE CITY OF REDWOOD CITY RELATING TO
VACATION LEAVE, seconded by Councilman Henderson .
4-3 -72
