83 <br /> Minutes of Adjourned Regular Meeting <br /> Redwood City Council <br /> March 24 , 1971 7 : 30 P . M. <br /> Veterans Memorial Building <br /> Mayor Bury called the meeting to order at 7 : 30 P . M . <br /> ON ROLL CALL , the following were noted present : Councilmen Mary W. Henderson, <br /> William C . Rhodes , James S . Williams , Mayor Robert H . Bury , and City Clerk <br /> Marian McCrindle . Noted absent were Councilmen Paul C . Keckley ( entered <br /> Herbert G . Petersen ( entered meeting at 8 :25 P . M. ) , <br /> meeting at 7 :45 P . M . ) ,/ and Ray A . Weymouth . Also noted present were City <br /> Manager Howard C . Ullrich , Police Chief John R . McDonald , Jr . , Planning Director <br /> Ken Schroeter , Traffic Engineer Arthur U. Eskelin , Civil Engineer III Ray F . <br /> Reed , Civil Engineer III Fred Sennewald , and Engineering Administrative Assistant <br /> Arthur Balsamo . <br /> Mayor Bury opened the meeting with comments relating to the purpose of the meeting, <br /> being for presentation of proposed channelization and signalization plan for <br /> El Camino Real from Whipple to Oak Avenue , and the fact it was informational <br /> only , rather than a formal public hearing . <br /> City Manager then continued with the presentation, advising that no decision by <br /> Council was being requested at this time , and that they also were hearing the <br /> proposal for the first time . He noted that El Camino Real is a State Highway , <br /> over which City does not have complete legislative jurisdiction, but that it <br /> bisects the City and was therefore a matter of concern . Months of study had <br /> gone into preparation of the proposals and the purpose of the presentation was <br /> simply to offer the concepts , and get suggestions . Presentation would be made <br /> by the Police Chief , after which there would be a brief recess to allow an <br /> opportunity for interested persons to inspect the line drawings displayed along <br /> the walls , and confer with Staff as to effect the proposal might have on the <br /> individual properties . Meeting would then resume . City Manager then introduced <br /> Staff , and asked Police Chief to make his presentation . <br /> Police Chief referred to the two sets of engineering drawings displayed , explaining <br /> that these represented two concepts of improvements along El Camino Real , between <br /> Whipple Avenue and Oak Avenue , and described what changes were proposed . One <br /> plan proposes no on- street parking, median landscaping , two additional signals <br /> (Hopkins and Maple intersections ) , and the other proposes street widening by <br /> cutting curbs back , limited on- street parking , median landscaping , two additional <br /> signals as in first plan . <br /> City Manager then invited members of the audience to step up to the drawings , <br /> noting that 250 invitations had been mailed out to property owners concerning <br /> the meeting . <br />
