84 <br /> At 8 : 05 P . M . , the meeting resumed , with City Manager outlining the format <br /> for the remainder of the meeting . He also called attention to the fact that <br /> the costs for the proposed improvements would be without the necessity for <br /> an assessment district , and would be paid out of Gas Tax funds . He also <br /> noted that the proposals were not rigid , that no decision had been made . <br /> Planning Director continued the presentation , covering the basic objectives . <br /> He indicated the improvement was not intended to speed up traffic , but <br /> hopefully to achieve safety , convenience and an agreeable image of the City . <br /> On safety , he referred to an accident location map showing locations of <br /> all accidents in Redwood City during 1970 , and that while not all were fatal <br /> accidents , it was obvious from a safety standpoint , El Camino Real left a <br /> lot to be desired , accounting for one - third of all traffic accidents within <br /> the City . The objective of convenience he explained as avoiding unnecessary <br /> delays , either in getting onto or off El Camino , or in using El Camino . The <br /> third consideration , image of a city , is portrayed by its traffic ways . He <br /> named the seven corridors which Redwood City has , which he defined as lines <br /> on which people travel to get through Redwood City , and added that these were <br /> how people get their image of the City . Planning Department had prepared a <br /> number of reports , one of which was on the subject of corridors , and copies <br /> of the booklet were offered to the audience . Planning Director then commented <br /> on the numbers and types of businesses or development , including vacant <br /> businesses , along this portion of El Camino Real , which would have to be <br /> served by whatever improvement plans were to be made . He indicated there <br /> are 45 street entrances on El Camino Real , and with a traffic volume of <br /> 10 , 000 vehicles per day , these were a major contributing factor to traffic <br /> accidents . He named several kinds of existing hazards along this portion of <br /> the highway : traffic volume ; intersecting streets ; driveways ; turning movements ; <br /> impaired visibility due to buildings next to property line and due to curb <br /> parking ; pedestrian crossings ; advertising signs , and air pollution resulting <br /> from stop and go traffic . Regarding the reduction of curb parking , he <br /> indicated only one -third were in use at any given time . He explained why he <br /> believed curb parking was hurting businesses . He commented on the Woodside <br /> Road General Plan under consideration, and distributed copies of the Planning <br /> Department proposal , and suggested that a similar study might be applicable <br /> to El Camino Real , to help arrive at a policy . <br /> Police Chief continued the presentation , speaking from the standpoint of safety . <br /> Between 1965 and 1970 , he indicated that up to 34% of the total accidents <br /> occurred on this one strip of roadway .
