signal installations , and modernization of others . He pointed out that <br /> in the Jefferson Avenue - El Camino Real intersection , prior to the <br /> installation completed last August , there had been 40 accidents per year , <br /> but that in the seven months since the installation they had yet to record <br /> the first accident in that intersection . He advised traffic volume <br /> amounted to 46 , 000 cars per 24-hour period , and felt there would be <br /> better flow with improved signal tie -ins , which would not increase speed , <br /> but would permit even traffic flow . Engineer ' s estimate of cost for the <br /> project was $820 , 000 , of which $364 , 000 would be paid out of Gas Tax funds , <br /> and State contribution would be $456 , 000 . It was estimated the project <br /> could be in construction within a year from the time a concept is decided <br /> upon , with 6 months to a year for completion . Police Chief then referred <br /> to the drawings , and detailed the basic changes proposed . One plan proposed <br /> elimination of all curb parking , the other eliminated 90 spaces . <br /> Mayor Bury invited questions from Council and the audience . Engineering <br /> Staff responded to question by Council as to type of signal proposed for <br /> Hopkins , advising this would be integrated system, similar to that at <br /> Arguello and Whipple Avenue . The State would maintain and operate the <br /> signals , and would have a lot to say about what was installed . In response <br /> to question concerning estimated costs , it was indicated both plans were <br /> about equal . It was also noted the estimates were only a preliminary <br /> figure . The plan which called for elimination of curb parking would have <br /> more beautification work in the medians . In brief discussion concerning <br /> undergrounding of utilities , it was learned that a high-power line at James <br /> was not proposed to be changed . <br /> City Manager responded to a question from the audience concerning taking <br /> of buildings , with assurance that in neither concept was there any intention <br /> to go beyond existing property lines , therefore no rights of way would be <br /> required . <br /> Police Chief was asked for comparison in accident rate for no parking <br /> versus curb parking . He stated the ultimate traffic safety plan certainly <br /> would be to have no parking . He indicated their estimate with this proposal <br /> was that accidents would be cut 75% . <br /> There was considerable discussion on need for off- street parking , and it <br /> was brought out Gas Tax funds cannot be used for the purpose .
