Planning Director indicated , in response to question by Council concerning a General Plan , that ideally a general plan should come first , but that in the case of Woodside Road , the urgency to make improvements was too great to be delayed , and that El Camino Real was in the same situation . Following additional discussion , Mayor Bury expressed appreciation to those present for their interest in coming . City Manager briefly summarized , and indicated Staff will have recommendations when budget sessions begin . M . , and on ROLL CALL , the following were noted present : Councilmen Mary W. Henderson , Herbert G . Petersen , William C . Rhodes , James S . Williams , Mayor Robert H . Bury , and City Clerk Marian McCrindle . Councilmen Paul C . Keckley and Ray A . Weymouth were noted absent . Also noted present were City Manager Howard C . Ullrich , City Attorney David E. At request of Mayor Bury , City Manager briefed Council on the purpose of the meeting , and advised that confirmation had been received of the HUD Grant which would permit City to proceed with the Fair Oaks facility .
