88 <br /> Councilman Henderson questioned when the Seismic Review Board would make <br /> its report . City Manager responded that the 5-year updated report had <br /> been anticipated in April , but the recent Los Angeles earthquake intervened , <br /> and with the opportunity of providing additional material , a new schedule <br /> is being established . <br /> Staff was also questioned concerning CATV financial statement , and City <br /> Controller advised that first phase of the audit has been completed , and <br /> the second phase would begin this week , with a report to Council expected <br /> within two weeks (April 19 ) . (Memo 4- 6-71 ) <br /> Councilman Keckley questioned deadline for SCSP completion , and City Manager <br /> advised that under conditions of the contract , additional days were added <br /> as a result of allowance for weather . Completion expected toward the end <br /> of the month . <br /> PUBLIC HEARING , on recommendation of the Planning Commission to initiate pro- <br /> ceedings for adoption of an element of a General Plan , Woodside Road Area , <br /> between El Camino Real and Alameda de las Pulgas , declared open , and <br /> affidavit of publication ordered filed . City Attorney suggested to Mayor <br /> Bury that since Councilman Williams had been a member of the Planning <br /> Commission and participated in discussions on the matter at that level , it <br /> would be appropriate for Councilman Williams to abstain . <br /> City Manager asked Planning Director to give a brief resume of proceedings <br /> before the Planning Commission . Planning Director reported that several <br /> weeks previously , a Woodside Road general plan in brochure format had been <br /> prepared and distributed by the Planning Commission . He indicated the plan <br /> was the result of several months of deliberations , including three public <br /> hearings , the last of which was on January 12th , Format was in terms of a <br /> set of goals extracted from a report by Citizens Advisory Committee . Second <br /> stage dealt with responsibility and the third , with standards on which the <br /> plan is based . ( See City Clerk ' s file , General Plan - Woodside Road Area . ) <br /> Plan was distributed as required by law to all cities adjoining Redwood City <br /> and to San Mateo County . Only the County responded , and their Planning <br /> Commission held a public hearing , and in turn , presented the plan to Board <br /> of Supervisors . Their interest was based on the fact that 20% of the plan <br /> covers unincorporated area around Redwood City . He then reviewed in detail <br /> maps which depicted : Existing land use ; existing zoning ; projected zoning ; <br /> assessed values of land only ; assessed values of land and improvements , He <br /> reported considerable input as a result of the public hearings , some of which <br /> was incorporated .
