111 <br /> Mayor Bury reviewed normal procedure for receiving communications items re - <br /> questing placement on Council agendas , noting that Council reserves option <br /> to select date . However , in this case there appeared to be a time element <br /> involved , and Mr . Boxley and Mr . Walker were invited to speak . <br /> David Walker , 2124 Brewster ( home address 126 Cypress Street ) ; <br /> Clifford Boxley, X46 Douglas Ave . , presented a petition requesting <br /> Redwood City establish an agency having combined function of <br /> redevelopment agency and housing authority, for removal of housing <br /> blight and creation of new housing for low and moderate income <br /> residents . ( Submitted for the record as Exhibit "A " . ) <br /> Mr . Boxley indicated the purpose was to ask Council to consider <br /> the problem seriously , and that they would begin to deal with <br /> it at City level , and would also bring it up at County level . <br /> Mr . Boxley read what he indicated were excerpts from Health <br /> and Safety Code , Div . 24, Pt . 2 , Chap . 1 . ( Submitted for the <br /> record as Exhibit "B " . ) It was his observation that there were <br /> no large parcels of land remaining in Redwood City and defined <br /> the target area, which he felt would be the logical area for <br /> redevelopment . <br /> Mayor Bury noted participation in EOC on matter of low income housing and <br /> awareness of the problem, and City ' s efforts in several areas , such as PROBE <br /> Community Center , the Community Education Center , mini parks , and the HUD <br /> facility, itself , which he hoped would create new focus on community needs . <br /> Mr . Boxley acknowledged that he had found City to be sensitive <br /> to these needs . He referred to the Housing Law , which would <br /> allow the City to establish a committee to which housing <br /> issues could be referred . <br /> Councilman Henderson asked that Council be provided copies of the petition <br /> and report , and moved that the matter be referred to Council Committee on <br /> _ Housing for examination and recommendation , seconded by Councilman Keckley <br /> and carried . ( MINUTE ORDER #71-67-B ) <br /> Mayor Bury ordered a five -minute recess at 10 : 15 p . m . <br /> FortysNiners Practice Field s Renovation . <br /> City Manager noted that report had been submitted to Council on April 2nd <br /> concerning renovation of the practice field , and that in talks with Mr . Spadia, <br /> it had been agreed the 49ers would fund up to a maximum of $10 , 000 for the <br /> work . He indicated that the field was in very poor condition, and that the <br /> Park and Engineering Staff felt if a thorough job was not done , including <br /> crowning , it would be a waste of funds . Staff had reviewed Ribera and Suess <br /> preliminary report and were able to reduce costs to approximately $20 , 000 . <br /> The work would be in conformance with the Master Plan for Community Park . <br /> In response to Council question , the seeding of the field as opposed to <br /> turfing was recommended because cost of turfing would be exorbitant for <br /> that expanse . Funds were available in Capital Improvement Program . <br /> Councilman Weymouth moved to authorize preparation of plans and specifications , <br /> and preparation of other appropriate documents , seconded by Councilman Williams <br /> and carried .
