13 () <br /> has continued to increase , and the request is fully supported by Staff . In <br /> response to question , he indicated this will not affect part -time or temporary <br /> clerical help , since dictaphones are used . Councilman Henderson questioned <br /> under line Item 63 , Membership and Meetings , the inclusion of $200 for Service <br /> Club Dues , and City Controller indicated this was a newly recommended policy <br /> for all Department Heads who were members of service clubs , and who so <br /> requested . Councilman Henderson questioned the validity of approving this <br /> when trying to cut costs . Several of the Council expressed the belief these <br /> are valuable memberships , and City derived benefit . Councilman Keckley moved <br /> that Department Head requests for membership dues in service clubs be entered <br /> into the budget , seconded by Councilman Weymouth . Following brief discussion , <br /> Councilman Keckley withdrew his motion when Councilman Henderson indicated <br /> desire to study the budget to determine which Department Heads were involved . <br /> Account 440 was approved , subject to determination as to service club dues . <br /> Account 450 -- Planning Department : <br /> Councilman Keckley questioned whether this department might not need additional <br /> personnel , in view of increasing importance for cities to have a General Plan, <br /> in addition to moving ahead on low- income housing . Planning Director indicated <br /> it had not been the intention to ask for another employee until next year . In <br /> the discussion , it was generally agreed that a General Plan was necessary . <br /> City Manager advised that , prior to last year , there had been two authorized <br /> and budgeted positions in this Department , but none of the applicants met the <br /> standards of professionalism required by the Planning Director . Noting that <br /> the department operates in two separate locations , he felt there could be a <br /> savings if there were facilities to bring the two functions together . With <br /> regard to additional personnel , he suggested that rather than add now , that <br /> Council should instruct Planning Director that if he found a good prospect , <br /> to inform Council , and funds would be provided . Councilman Williams moved to <br /> instruct Planning Director to go forward as rapidly and professionally as <br /> possible with a General Plan , seconded by Councilman Petersen and carried . <br /> Mayor Bury requested that the motion be communicated to the Planning Commission <br /> Chairman . (MINUTE ORDER #71-78 ) Planning Director concurred in this request , <br /> indicating that the Planning Commission was much more involved in the General <br /> Plan program than staff, inasmuch as they would essentially be doing the <br /> planning . Account 450 approved as submitted , with same reservation as to <br /> service club dues until policy is resolved . <br />
