131 <br /> Account 461 - Personnel Administration : <br /> Councilman Rhodes moved to reduce this staff from four persons to two . Mayor <br /> Bury asked if this would be adequate personnel to operate the department , and <br /> City Manager advised it would not , and still take advantage of the CPS study <br /> just completed . The study had been recommended on the premise that once salary <br /> and classification study completed and current staffing revised, this pro- <br /> fessional staff could then keep it continuously updated without any outside <br /> consultant . In addition, there has been a substantial shift of responsibilities , <br /> not previously done by Personnel , and some additional programs should be shifted <br /> from the Controller . Councilman Henderson felt there were other duties not <br /> being performed , such as a safety program . She indicated to attempt to save <br /> money in this way would be costly in the long run . <br /> Councilman Rhodes moved to reduce salary of Personnel Director from $ 17 , 000 to <br /> $ 15 , 000 . It was generally felt by Council that without additional facts and <br /> comparative data, they would not be in position to act on this . Motion died <br /> for lack of a second . <br /> There was considerable discussion relating to compensation insurance and lack <br /> of a safety program in the City . Councilman Williams advised that where a <br /> safety program is in effect , there is automatically at least 10% reduction in <br /> rates . City Manager also pointed out that there is an ever-increasing demand <br /> on the time of Personnel Director to comply with requirements of "meet and <br /> confer" . Possibly within the next year City will be forced to retain a pro- <br /> fessional to compete on same basis as employee organizations . <br /> Account 461 approved as submitted, with Councilman Rhodes dissenting . <br /> Meeting adjourned on motion of Councilman Rhodes , seconded by Councilman Williams <br /> and carried at 10 : 00 P .
