140: <br /> Councilman Petersen moved to adopt RESOLUTION NO , 6502 APPROVING PLANS AND <br /> SPECIFICATIONS FOR THE FURNISHING AND INSTALLATION OF A RADIO FIRE ALARM <br /> SYSTEM, AND AUTHORIZING CITY CLERK TO CALL FOR BIDS THEREFOR , seconded by <br /> Councilman Keckley and carried on roll call vote , Councilmen Henderson , <br /> Rhodes and Williams being noted absent . <br /> ACCEPTANCE OF IMPROVEMENTS : <br /> ( 1 ) 1970-1971 Maintenance Program , Redwood Shores . <br /> AAA Construction , Inc . , had completed the project to the <br /> satisfaction of Staff and DMJM, and was recommended for <br /> acceptance . As the project involved providing of services <br /> only , the one -year guarantee was not applicable . <br /> ( 2 ) Emerald and Jefferson Branch Channel Improvements , Project SD-20 , GID 1 -65 . <br /> Project was designed by Jenks & Adamson , and had been completed by <br /> the contractor , Power-Anderson , Inc . , Mountain View , to the satisfaction <br /> of Department of Public Works , and was recommended for acceptance , <br /> subject to the usual guarantees . <br /> Councilman Weymouth moved to accept the Projects , Item (1 ) as recommended by <br /> Staff , and Item (2 ) , subject to one -year guarantee of workmanship and materials <br /> and authorizing recordation of notice of acceptance , seconded by Councilman <br /> Keckley and carried . (MINUTE ORDERS #71 -81 , #71 -82 ) <br /> Councilman Weymouth moved to adopt RESOLUTION NO . 6503 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT FOR MEDICAL BENEFITS AND HOSPITAL SERVICES FOR EMPLOYEES <br /> OF THE CITY OF REDWOOD CITY , seconded by Councilman Petersen . <br /> Councilman Keckley indicated he was familiar with health insurance plans , <br /> and was aware of problems with Blue Cross . He recognized the cost was lower , <br /> but felt that after a year the plan might be reviewed and investigated . He <br /> expressed reluctance to pass on the Resolution , but indicated he did not plan <br /> to vote against it ; however , he felt that his concerns should be known . <br /> Personnel Analyst was invited to comment , and he advised that after some <br /> investigation, it was found that CPS was not delivering the service , there <br /> were delays in payment up to one year , and some employees were quite dis - <br /> satisfied . A consulting firm was contacted , and they advised that because <br /> of the split insurance plan , none of the insurance companies would be willing <br /> to carry the coverage . Blue Cross was contacted , and they were willing to <br /> do so . He indicated that while there had been criticism about slow payment , <br /> Blue Cross assured him their processes have improved , and those problems <br /> alleviated , and City can expect prompt service .
