144 <br /> Mayor Bury cautioned against Council taking administrative responsibility , <br /> stating that Council ' s duty would be to challenge recommendations , if <br /> appropriate , and that Council ' s concern was in setting dollar amounts for <br /> departmental budgets . Councilman Rhodes supported Councilman Petersen ' s <br /> views on this matter . Councilman Henderson felt that in view of the recent <br /> CPS study, it was inappropriate to make any decision on this position <br /> without a Personnel review , and further , any administrative action should <br /> be delayed until after the arrival of the new City Manager . In response <br /> to question by Council , City Controller reviewed the background , stating <br /> that reclassification survey would normally be carried out some time this <br /> year , and that the incumbent had been given the responsiblity of seeing <br /> that the work was being carried out , with no additional salary . City Manager <br /> pro tem stated the former City Manager had indicated it would be appropriate <br /> to review such cases as this that might result in inequities . Councilman <br /> Weymouth felt that the matter should be left as presented until such a <br /> recommendation is forthcoming . Account 630 approved as submitted , with <br /> comments to be noted by Staff for future reference . <br /> Discussion ensued concerning the number of vacant positions at present , with <br /> several Councilmen noting confusion in the figures given at various times . <br /> Dissatisfaction was expressed with results of efforts to reduce personnel <br /> by attrition . City Controller detailed the positions which had been <br /> eliminated or not filled and those which were added during the year , <br /> stating that the basis for filling any position this last year was a restudy <br /> of the needed position and authorization by City Manager . He stated his <br /> records indicate 27 vacant positionsas of May 3rd . City Manager pro tem <br /> noted that 13 vacant positions were authorized to be filled prior to the <br /> departure of the previous City Manager , and that there were 4 positions <br /> which must be filled , those of City Manager , Assistant City Manager , Personnel <br /> Director , and Director of Public Works . <br /> Councilman Keckley felt that evidently Staff should receive better guidance <br /> from Council , noting that Council had been under the impression they were <br /> working under a stated policy , but apparently they did not make themselves <br /> clear or did not understand the situation . He proposed that Staff be <br /> directed to put into effect a freeze on hiring any new employees from this <br /> date forward without Council ' s approval . Councilman Petersen thought this <br /> should be an interim measure until such time as we have a new City Manager . <br /> City Manager pro tem stated that in the absence of directive from Council <br /> regarding the decision that already had been made to fill the 13 positions , <br /> no change would be expected .
