Councilman Weymouth indicated he believed Council ' s policy <br /> adopted last year had been carried out . He also felt that if there were <br /> unfilled positions they should be removed from the budget now to eliminate <br /> the possibility they might be filled . After further discussion, Mayor Bury <br /> summarized the consensus of Council to be in favor of proposal to reduce <br /> number of employees , hopefully without reducing service , noting Council ' s <br /> obligation not to act on administrative matters . <br /> Referring back to Account 510 - Police Protection, City Controller recommended <br /> adding $2 , 000 to Training item, stating this had been omitted through error, <br /> and would be used for books and tuition for police officers going to school . <br /> Councilman Petersen moved to approve the addition of $2 , 000 to Police Training , <br /> seconded by Councilman Weymouth , and carried . <br /> There being no questions concerning Summary of General Bonded Indebtedness <br /> (Page 126 ) and Financing of Debt Service Requirements (Page 127) , discussion <br /> moved to Capital Improvement Budget . <br /> City Controller summarized the Capital Improvement Budget , stating it was <br /> Staff recommendation to include only those items which had the highest priority <br /> in the City . He stated TOPICS fund was not budgeted because it was the under- <br /> standing that these funds would come back after the project was completed . <br /> Initially , project would be funded from Gas Tax funds . <br /> In discussion of landscaping funds , Councilman Henderson inquired about <br /> landscaping for Harbor Boulevard . It was noted this was not included in plans <br /> and specifications . Councilman Keckley suggested an amount could be earmarked <br /> for this purpose , if Council wanted to do this . Councilman Henderson did not <br /> think it would be appropriate to set aside money at this point . Mayor Bury <br /> asked that Staff make note of this request , to be examined along with other <br /> questions about City beautification, with recommendation back to Council . <br /> (Memo 5-13 --71 ) <br /> Councilman Keckley requested clarification of Alameda de las Pulgas project . <br /> City Manager pro tem advised that it had been the intention to hold an in- <br /> formational meeting on this project similar to the one for El Camino Real , <br /> but that the meeting did not take place . Consequently, it was included in <br /> this budget without having benefit of prior review . Preliminary gound work <br /> has been laid with County , with more or less formal commitment obtained from <br /> County for participation . He stated justification arises out of 1961 Nolte <br />
