Councilman Henderson felt this project was overdue , noting work under way in San Carlos and about to begin in Menlo Park section . Council generally felt there should be some schedule for discussions with people in the area who will feel the impact , and that these discussions should begin quite soon . City Manager pro tem stated engineering to date is of preliminary nature , and that alternate concepts were to be considered by Council , Mayor Bury thought it would be appropriate to schedule hearings in the area either at a school or church , and directed City Manager pro tem to report back to Council . (Memo 5-13 -71 ) Councilman Rhodes moved that $30 , 000 be transferred from unallocated reserve for contingencies and improvements (Page 130 ) and $35 , 000 from General Municipal Facility Improvements (Account 685 , Page 133 ) to Parks Improvements , Open Space Program (Account 715 , Page 133 ) , for purchase of Canyon Road Park as Council is able to go ahead , seconded by Councilman Henderson, and carried . It was felt this action would indicate intent as well as planning and capability . In discussion of City Beautification Program , Councilman Henderson questioned budgeting $ 5 , 000 for tree planting when there is a balance of over $5 , 000 from last year . In response to question regarding advance planting such as was done on Jefferson Avenue , City Engineering Staff advised that due to change in regulations , Gas Tax money could now be spent on landscaping, and that street improvement projects recommended in this budget include estimate for landscaping . Councilman Henderson moved that $ 5 , 000 be deleted from proposed budget for City Beautification Program and added to unallocated amount of Capital Improvements budget , seconded by Councilman Keckley , and carried . In discussion that followed , Mayor Bury noted the need for new legislation to control tree planting and tree cutting in the City and referred the matter to the Ordinance Review Committee . (Memo 5 -13 -71 ) Capital Improvement Account approved as submitted , with corrections . Account 64o -- Water Service : Approved as submitted . In discussion of capital expenditures in this account , it was felt that no change could be made at this time . Councilman Henderson suggested that City Manager pro tem be asked to give careful scrutiny before any approved departmental capital expenditures are made , giving consideration to potential of "making do " if necessary for a few months until new administration takes over .
