150 <br /> Account 489 - Budgeted Reserves : <br /> Approved , as amended , total $309 , 600 . <br /> Councilman Henderson moved to accept Budget as currently before Council , with <br /> changes made at this meeting , seconded by Councilman Keckley . Councilman <br /> Henderson stated she offered the motion , recognizing that the proposed <br /> budget does not appreciably change the $1 . 97 tax rate proposed , but she <br /> could see no responsible reductions that could be made , and she was prepared <br /> to accept the budget . Councilman Weymouth was not in favor of using approxi - <br /> mately 55% of sales tax money for General Fund , as the original commitment <br /> was considerably less than that . He expressed concern that eventually <br /> Council would be faced with a large tax increase . Mayor Bury noted that <br /> Council originally had allocated 20% for General Fund , 10% for Equipment <br /> Replacement , and 70% for Capital Improvements . After further discussion , <br /> Councilman Petersen moved to amend the budget by transferring $150 , 000 to <br /> the Budgeted Reserve of Capital Improvement Fund from General Fund , seconded <br /> by Councilman Weymouth . Motion lost on roll call vote , Councilmen Petersen , <br /> Weymouth and Mayor Bury voting yes , and Councilmen Henderson , Keckley , Rhodes , <br /> and Williams voting no . <br /> Motion to accept Budget carried on roll call vote , Councilmen Weymouth and <br /> Mayor Bury voting no (MINUTE ORDER #71-88) <br /> Mayor Bury referred to a report submitted to him by Councilman Henderson <br /> regarding cutbacks in the San Mateo County Mental Health Program , and <br /> the proposal to close Stambaugh House due to loss of State funds . He <br /> pointed out the loss of this facility would reduce needed community <br /> programs , and it was felt the County should continue to support existing <br /> programs . Councilman Henderson reiterated the importance of presenting <br /> Redwood City ' s position to the County , and stated she would like to have <br /> Council ' s authorization to represent the City at a forthcoming meeting . <br /> Councilman Keckley moved that Council urge San Mateo County Board of <br /> Supervisors to reject proposal for cut in funding for mental health programs , <br /> and authorize Councilman Henderson to represent position of Redwood City , <br /> seconded by Councilman Williams , and carried .
