Review of alternate plans for municipal transit shelter , submitted by Leong & McDougall , and by Chamber of Commerce Committee , was made by the Committee . Chamber of Commerce rendering is to be reviewed by Architectural Committee , after which Transportion Committee will be in position to make recommendation . Councilman Henderson requested that copy of the response to Leong & McDougall ' s letter of March 19 to Council , be provided to Council . Councilman Rhodes moved to accept the report and authorize implementation of recommendations , seconded by Councilman Henderson and carried . (MINUTE ORDER #71 --100 ) CONSENT CALENDAR : ( a ) Councilman Keckley moved to adopt ORDINANCE NO . 1491 DECLARING A NEED FOR A REDEVELOPMENT AGENCY TO FUNCTION IN THE CITY OF REDWOOD CITY AND DECLARING THE COUNCIL OF REDWOOD CITY AS THE AGENCY , seconded by Councilman Williams and carried on roll call vote , Councilman Petersen voting no . (b ) Adoption of ORDINANCE NO . 1492 APPROPRIATING $9 , 495 FROM UNBUDGETED UNAPPROPRIATED BALANCE OF THE SEWER FUND, AND APPROPRIATING $3 , 150 FROM THE UNBUDGETED UNAPPROPRIATED BALANCE OF THE WATER FUND TO PROVIDE FOR PAYMENT OF PRINCIPAL AND INTEREST ON GENERAL IMPROVEMENT DISTRICT NO . 1-64 , 1964 FACILITIES BONDS . Ordinances were introduced at Council meeting of May 17 , 1971 and had been published . ( c ) DAMAGE CLAIM of Wallie Reid , 1252 Johnson Street , Redwood City, for property damages alleged to have been caused by improper use of weed killer spray by City ' s contractor . Club Mexicano-Americano , addressed to City Manager , request for approval of procedures similar to those followed last year for conducting the Second Annual Mexican American Fiesta, September 16-18 , 1971 . Councilman Rhodes felt that private organization might furnish the flags this year , rather than the City . Mayor Bury asked that Staff make a note of this suggestion . Paul Sedillo , representing Club Mexicano-Americano , advised that the group was requesting the same procedure as last year . Mayor Bury asked that this be referred to Staff for recommendation . 2 . Fernando Vega, Chairman , Redwood City Neighborhood Development Council , requesting permission to use the property site of the HUD Neighborhood Facility on Middlefield Road for the purpose of operating a " Flea Market " on weekends in order to raise funds for their organization . Recommendation : Refer to Staff for report back to Council .
