179 permission to construct an 84-inch water main across 6 City streets ( southern half of Fernside to Massachusetts Avenue ; Jefferson Avenue ; Altamont Way ; Highland Avenue ; Glenwood Avenue ; Oak Knoll Drive ) . Plans for the construction had been checked by the Public Works Department , Engineering Design , and approved . Report was submitted to Council . Councilman Henderson suggested that Traffic Committee might consider closing portion of Fernside and reroute traffic , In response to question by Councilman Henderson , Deputy Director of Public Works-Public Services indicated that the City of San Francisco would be receiving bids on June 10 , and date of start of the project would be more precisely known after that time . He estimated the project would take approximately 350 working days , Police Chief advised that the greatest problem would be in trucking in the pipe , which was 7 feet in diameter . If steel pipe is used , this would come in 40- foot lengths , and if concrete , would be 12 -foot lengths . In additional discussion, it was noted that the agreement calls for two-way traffic at all times . Motion carried on roll call vote , Councilman Petersen being noted absent . Legislative Committee Report 71-3 was presented by Councilman Henderson , Chairman, covering matters considered at the Committee ' s meeting of May 25 , 1971 : 1 . State Funding of City Measures , City of Santa Monica had written concerning proposed addition to Article XI of the State Constitution which would require that State laws causing increased expenditures by cities and counties be effective only to the extent that State funds are provided for their imple - mentation . The proposal was considered " overbroad " and therefore might have undesirable effect insofar as cities are concerned . However , Committee felt that the underlying theory of providing local relief for monetary burdens imposed by the State should be supported , and therefore recommended that Council support the concept underlying the proposal , with reservation that further review of the language be made by proponents . Committee further recom- mended that San Mateo County Council of Mayors (Attention : Mrs . Grace McCarthy , Mayor of Pacifica ) , and the City of Santa Monica be apprised of City ' s position . 2 , Attorney General ' s Legislative Proposals . Council referred to Committee a number of legislative proposals supported by Attorney General . Committee was of the opinion that they did not deal with "City matters " , and therefore it was recommended that no action be taken on the proposals . 3 . Revenue Sharing . Letter from Californians for Revenue Sharing , and letter with resolution from City of Belmont , urging support of Federal revenue sharing programs , had been referred to Committee by Council . Committee was aware of administrative complexities involved in developing and administering so-called " revenue sharing " programs .
