Further , the Committee was desirous of knowing what State administrative apparatus would be required , or was being considered , for such proposals now before Federal Congress , Accordingly , Committee recommended that Federal " revenue sharing " programs be supported to the extent they would operate to provide local entities with operating revenues , but that they be viewed with caution to the extent that such programs further increase costs of government , both Federal and local . It was further recommended that letters setting forth this City ' s position on revenue sharing be sent to Congressman McCloskey , Congressman Wilbur Mills , Senator Gregorio , and Assemblyman Arnett . Further , it was recommended that the letters to Senator Gregorio and Assemblyman Arnett raise the foregoing question regarding State administration of proposed revenue sharing plans . 4 . Aircraft Regulations . Committee reviewed letters from Supervisor St . Clair , the Town of Los Altos Hills , and the Estero Municipal Improvement District , regarding aircraft air pollution , changes in air patterns , and aircraft noise reduction , respectively . Committee felt subject matter of the letters would be more appropriately directed to attention of League of California. Cities ' Committee on the Future , of which Committee Vice -Mayor Keckley is a member . It was further recommended that response be made to Supervisor St , Clair ' s letter stating the Council ' s action in the matter . 5 . Insuring Policemen Against Punitive Damages . AB 429 would require local agencies to insure policemen against any liability arising from an act in the scope of their employment , even though the act may have been willful and malicious and even though punitive damages are awarded because the act was willful and malicious , Committee concurs in the position of the League of California Cities in opposing this bill . Foisting upon the cities the cost of insurance for wrongful acts resulting in punitive damages is contrary to policy of the law and would result in furnishing protection against deliberately wrongful and willfully malicious acts of the subject employees . Committee found no justification for changing policy of the law in a manner which could result in great abuse of rights of others . Councilman Henderson added that the Legislative Committee had met with Assemblyman Arnett , and hoped at the next meeting to discuss some of the subjects brought up at that meeting . Councilman Henderson moved that the Legislative Committee Report be accepted and recommendations implemented , seconded by Councilman Keckley and carried . (MINUTE ORDER #71 -105)
