He advised that the Police Department carried out the regulating function through Meter Maids ; the Loomis operation was carried out through the Treasurer-Collector office ; repairman was under supervision of the Super- intendent of Buildings and Maintenance , although carried in the Treasurer- Collector ' s budget . Councilman Williams suggested that a Council Committee be appointed to work with the City Manager to determine such factors as deficits , what revenues are , what other cities are charging , etc . , and did not feel Council had enough information at this time . He felt a study might result in recommendations for savings , rather than additional costs . Councilman Weymouth felt that the report indicated a material saving would be realized , noting that Parking District was being paid off and it was necessary to increase rates , and therefore concurred in motion to accept all four recom- mendations as proposed . He pointed out , also , that the contract with Loomis would expire June 30 , 1971 . Motion carried , Councilman Williams voting no , and Mayor Bury being noted absent . (MINUTE ORDER #71-108 ) Councilman Petersen moved to adopt RESOLUTION NO , 6534 OF INTENTION TO APPROVE AN AMENDMENT TO CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THE PUBLIC EMPLOYEES ' RETIREMENT SYSTEM AND THE COUNCIL OF THE CITY OF REDWOOD CITY, seconded by Councilman Henderson . Staff report indicated the amendment would provide increased allowances for persons who retired prior to January 1 , 1967 , as approved by Council . Additional amendment requested by Controller would allow safety members to retire at age 50 with a discounted retirement allowance . It was his understanding there would be no increase in retirement costs for this amendment . If accepted , this would then provide for early retirement with discounted allowances for both safety and miscellaneous members . In response to questions , Controller indicated costs to the City would not be increased . Councilman Henderson asked if the Police and Fire Chiefs concurred in the requested amendments , and both expressed approval and requested the resolution be adopted . Motion carried on roll call vote , Mayor Bury being noted absent . Councilman Henderson moved to adopt RESOLUTION NO . 6535 APPROVING AND AUTHORIZING EXECUTION OF A REVOCABLE PERMIT TO THE REDWOOD CITY ELEMENTARY SCHOOL DISTRICT TO USE CERTAIN CITY-OWNED PROPERTY FOR SCHOOL PLAYGROUND AND PARK RECREATIONAL PURPOSES , seconded by Councilman Rhodes , Staff report indicated that adjacent to Henry Ford School was land dedicated for park purposes by recorded sub- division , which the school desires to use to expand their play area .
