Request for Permit approving mobile publicity sign for Winston-Salem Bowling Open, to be held at Mel ' s Bowl , July 1 -5 ,, 1971 . Section 3 . 98 of the Municipal Code requires approval by Council of Permit for mobile signs to be maintained within the City . Request for mobile sign had been submitted by Foster & Kleiser on behalf of Mel ' s Bowl . Purpose would be to advertise the Winston-Salem Bowling Open event on July 1 through 5 , at 2580 El Camino Real . Sign would be located on the parking lot of Mel ' s Bowl . Vice-Mayor Keckley inquired whether the sign would be in compliance with the Sign Ordinance . Chief Building Official advised that it would comply as a special sign , for special approval , and for a limited period of time , but would not comply as a permanent structure . Photographs illustrating similar sign were viewed by Council . Councilman Henderson expressed opposition , since if the sign were permanent , it would violate all regulations , and felt that if approved would encourage similar requests . Councilman Petersen concurred , and also felt that approval would be a contradiction of City ' s desire to enforce removal of the firm ' s signs on freeway system . Councilman Henderson moved to deny the requested Permit for mobile publicity sign , seconded by Councilman Petersen and carried , Councilman Williams voting no , and Mayor Bury being noted absent .
