Motion carried on roll call vote , Mayor Bury being <br /> noted absent . <br /> Request for Permit approving mobile publicity sign for Winston-Salem Bowling <br /> Open, to be held at Mel ' s Bowl , July 1 -5 ,, 1971 . <br /> Section 3 . 98 of the Municipal Code requires approval by Council of Permit <br /> for mobile signs to be maintained within the City . Request for mobile sign <br /> had been submitted by Foster & Kleiser on behalf of Mel ' s Bowl . Purpose <br /> would be to advertise the Winston-Salem Bowling Open event on July 1 through <br /> 5 , at 2580 El Camino Real . Sign would be located on the parking lot of Mel ' s <br /> Bowl . Vice-Mayor Keckley inquired whether the sign would be in compliance <br /> with the Sign Ordinance . <br /> Chief Building Official advised that it would comply as a special sign , for <br /> special approval , and for a limited period of time , but would not comply as <br /> a permanent structure . Photographs illustrating similar sign were viewed <br /> by Council . Councilman Henderson expressed opposition , since if the sign <br /> were permanent , it would violate all regulations , and felt that if approved <br /> would encourage similar requests . Councilman Petersen concurred , and also <br /> felt that approval would be a contradiction of City ' s desire to enforce <br /> removal of the firm ' s signs on freeway system . <br /> Councilman Henderson moved to deny the requested Permit for mobile publicity <br /> sign , seconded by Councilman Petersen and carried , Councilman Williams voting <br /> no , and Mayor Bury being noted absent . (MINUTE ORDER #71- 109) <br /> CONSENT CALENDAR : <br /> ( a ) Adoption of ORDINANCE NO . 1494 AMENDING SECTION 2 . 104 OF THE CODE OF <br /> THE CITY OF REDWOOD CITY, AMENDING THE DIVISION HEADING OF DIVISION 2 <br /> OF ARTICLE IX OF CHAPTER 2 OF SAID CODE, AND ADDING DIVISION 2 <br /> ( COMMENCING WITH SEC . 2 . 110 ) TO ARTICLE IX OF CHAPTER 2 OF SAID CODE, <br /> RELATING TO THE ESTABLISHMENP OF A CIVIC CULTURAL COMMISSION . <br /> Ordinance had been introduced at Council meeting <br /> of June 7 , 1971 , and affidavit of publication was <br /> on file . <br /> ( b ) ACCOUNTS PAYABLE , Nos . 8468o to 84777 , inclusive , totaling $109, 063 . 98 . <br /> ( Council action would approve accounts for payment by City ) <br /> Councilman Weymouth moved to approve CONSENT CALENDAR , Items (a ) and (b ) , <br /> seconded by Councilman Rhodes and carried on roll call vote , Mayor Bury <br /> being noted absent . <br /> COMMUNICATIONS : <br /> 1 .
