196 Councilman Weymouth moved to adopt RESOLUTION NO . 6539 GRANTING EXCEPTION TO CERTAIN PROVISIONS OF CHAPTER 30 OF THE CODE OF THE CITY OF REDWOOD CITY a PEARL METZ , seconded by Councilman Rhodes . Councilman Henderson indicated her opposition to the application and that she would continue to oppose panhandle developments . Mr . Warren Weinstock, 1794 Rosemary Lane , spoke in support of the application , and felt the proposed development would enhance the area . Motion carried on roll call vote , Councilmen Henderson and Williams voting no , and Mayor Bury being noted absent . Councilman Henderson moved to adopt RESOLUTION NO . 6540 APPOINTING JAMES M . FALES , JR . , THE CITY MANAGER OF THE CITY OF REDWOOD CITY , seconded by Councilman Weymouth . Council had at their meeting of June 14, 1971 , announced selection of James M . Fales , Jr . , as new City Manager , at annual salary of $27 , 500 , and had requested Staff prepare appropriate documents to implement the appointment . Motion carried on roll call vote , Mayor Bury being noted absent . Councilman Weymouth moved to introduce Ordinance amending Section 49 of Ordinance No . 1483 , the Salary Ordinance , relating to position of City Manager, seconded by Councilman Petersen and carried . REPORT OF BID OPENINGS : ( a ) Uniform Clothing Rental Service for period July 1, 1971-June 30 , 1972 . Report of bid opening had been submitted on Council agenda of June 14, 1971 , as follows : ( Per uniform per week, with dispensers ) L & N Uniform Supply $0 . 875 Sequoia Laundry 1 . 05 Maryatt Industries 1 . 0701 Valley Industrial Laundry 1 . 20 The item had been continued in order that Staff might further investigate the bid proposals received and submit a report on performance record for service received in past years . Staff had previously recommended that the low bid of L & N Uniform Supply be accepted . However , in view of the evidence of dis- satisfaction revealed in the report submitted to Council , which included written statements from various Departments which had used the service , Councilman Rhodes felt that Council could not possibly award the contract to low bidder . On inquiry, Deputy City Attorney informed Council that the dissatisfaction with the present contractor was sufficient grounds to award to the next higher bidder ( Sequoia Laundry ) . Councilman Weymouth moved to adopt RESOLUTION NO . 6541 AWARDING CONTRACT FOR UNIFORM CLOTHING RENTAL SERVICE ; REJECTING ALL OTHER BIDS RECEIVED ; AUTHORIZING AGREEMENT FOR SAID WORK ; AND DIRECTING RETURN OF SECURITY DEPOSITS , seconded by Councilman Rhodes and carried on roll call vote , Mayor Bury being noted absent .
