205 Specifications for the three classifications were reviewed and approved by Personnel Board at their meeting of June 22 , 1971 . Councilman Henderson moved to adopt RESOLUTION NO . 6549 APPROVING SPECIFICATIONS FOR POSITIONS OF LIBRARY MONITOR , PARKING METER REPAIRMAN-COLLECTOR , AND EQUIP- MENT MECHANIC , seconded by Councilman Petersen , Councilman Henderson noted the Library Monitor position indicated as a retitling and questioned what the posi - tion had been to this point . City Librarian responded the position was one that has been utilized at the Main Library two hours per night , four nights per week , and only during school semesters . College students have been employed in this position , and at times , a graduate student at Stanford . The person is responsible for maintaining order so that everyone can use the Library correctly . Previously , Staff had tried to cope with disciplinary problems which took them from their primary duties , He indicated that with this minor expenditure , the problem has been corrected . In response to additional questions by Councilman Henderson , he advised the position has existed for eight years , and that the job title at Schaberg was Library Page II , and at the Main Library , Intermediate Clerk at 1st Step . Motion carried on roll call vote , Councilmen Rhodes , Weymouth, Williams and Mayor Bury being noted absent . Councilman Henderson moved to introduce Ordinance amending Sections 17 , 23 and 53 of Ordinance No . 1483 , the Salary Ordinance , relating to positions of Parking Meter Repairman-Collector , Equipment Mechanic and Library Monitor , seconded by Councilman Petersen and carried . Request for approval of appointment of Zoning Administrator at the 3rd Step . Planning Director requested the appointment to fill the recently vacated position . At their meeting of June 22 , 1971 , Personnel Board recommended approval by Council . City Manager pro tem advised that the arrangement proposed is to hire a particular individual, who is available to start as of July 1st , only until normal recruitment procedures can be followed and formal appointment made . Councilman Petersen moved to authorize appointment of Zoning Administrator at the 3rd Step , seconded by Councilman Henderson and carried .
