Wynn, Vice-President of Leslie Properties , <br /> Inc . , and District Engineer Kenneth Herdman of DMJM . <br /> City Clerk reported that affidavit of publication of this meeting was on file , and <br /> that one application for an assessment adjustment had been received from Leslie <br /> Properties , Inc . , copies of which had been submitted to Council . <br /> City Controller advised that Mr . Allan Yuen , of Marshall & Stevens , Inc . , would <br /> report the results of their review of the Application for Assessment Adjustment <br /> filed by Leslie Properties , Inc . <br /> Mr . Yuen presented a detailed report covering <br /> Definition of Lot Category , Basis of Estimate for <br /> Preliminary 71-72 Roll , Recommended Basis of Estimate , <br /> Example of Recommended Procedure , Claim by Property <br /> Owner , and Recommendation by District Appraiser , <br /> noting that after review the recommended assessment <br /> was $18 , 550 lower than the 1971- 1972 preliminary <br /> assessment . ( For full text , see City Clerk ' s file -- <br /> Board of Equalization . ) It was also noted that the <br /> assessment for improvement on Parcel 095-010- 500 was <br /> a clerical error and had been recommended for deletion . <br /> Considerable discussion ensued regarding categories used in determining assess - <br /> ments . In response to Council question concerning lots which were not market- <br /> able , Mr . Yuen explained that this term was used in reference to lots which had <br /> unusual soil problems which could be corrected or which required added founda- <br /> tion which would add to the cost of construction . He stated these lots have <br /> to be held for a period of time because of settlement . The District Engineer <br /> reported that the length of time varies , but is an average of five years . He <br /> also stated the allowance for settling is in accordance with FHA standards <br /> which have been relaxed since the time the lots were first placed into cate- <br /> gories . Council also questioned concerning unusual setback problems , and Mr . <br /> Yuen explained these were due to slough lines which required special construc- <br /> tion techniques or special design and not due to any zoning regulations . He <br /> stated that all these factors are taken into consideration in determining the <br /> value of lots , and if a builder has to spend more money in the construction of <br /> a foundation he is allowed a credit for the additional cost over the standard <br /> foundation . <br /> It was also explained that the categories are set up by the District Engineer <br /> and should there be a difference at a later date , this would be taken into <br /> consideration . <br /> City Controller advised that there had been a change in procedure this year, and <br /> the values are not made on a bulk basis but on retail value which increases the <br /> value of the lots themselves . <br />
