224 Request of Park and Recreation Commission for funds to prepare and improve site at Community Park for a railroad caboose . Vice -Mayor Keckley noted that Mrs . Doris Thompson , Chairman of the Park and Recreation Commission , was present and invited her to comment . Mrs . Doris Thompson , 49 Elwood , introduced Frank Guida as Chairman of the Caboose Committee who would make the presentation . Frank Guida , 750 Edgewood Road, gave a short history of the hunt for the caboose . He noted this had been suggested last November by the Government Affairs Program students , and following that time a search was instigated - under the leadership of Jack Stuart . After contacting several agencies , Southern Pacific was contacted and they came through with an offer of a caboose which was checked out and inspected by the Recreation Staff . He indicated that the caboose would be delivered to the site and Southern Pacific would lay the tracks and place the bumpers . Tex Bean will transfer the caboose to the site from the siding . Obtaining the caboose , transporting it to the site and laying the tracks , etc . , would be at no cost to the City . The funds requested would be for the preparation of the site itself . Repainting and refurbishing work has been volunteered by " Scotty " Craik . Mr . Guida indicated the Park Department , Recreation Department and the entire community wholeheartedly supported this project and hoped that the requested funds would be allocated . In the Council discussion , the increase over the original request for $1 , 995 was questioned , and Mr . Guida explained they had failed to include the cost of labor in their estimate . Councilman Weymouth moved to introduce Ordinance appropriating $2 , 995 from un- appropriated unbudgeted balance of the sales tax capital outlay fund to pro- vide for improvements in Community Park, seconded by Councilman Rhodes and carried . Mr . Guida presented a letter to the City Attorney which was to be signed by City accepting the caboose . He advised that 30-day delivery was anticipated after acceptance , and meanwhile work would begin on preparation of the site . REPORT OF BID OPENING , Parking Facilities , Lease Agreement . The following bid was received : Balestra Pontiac Company $6 , 251 . 00 This was the only bid received , and it exceeded the amount of the bid proposal . Staff recommended award of bid to Balestra Pontiac Company . Councilman Williams moved to adopt RESOLUTION NO . 6565 AWARDING BID FOR LEASE OF PARKING FACILITIES , seconded by Councilman Weymouth and carried on roll call vote , Councilmen Henderson , Petersen, and Mayor Bury being noted absent . REPORT OF BID OPENING , lease of land and improvements , vicinity of Valota Road and Community Park ( 911 Valota Road ) . The following bid was received : Daniel J . Pigott , Jr . $200 per month This was the only bid received , and it exceeded the amount of the bid proposal . Bid proposal was published twice , and a classified ad was run in Redwood City Tribune for one week . Staff recommended award of bid to Mr . Pigott .
