239 Certain species on presently-approved list of trees for street planting were found to be not compatible with soils conditions in parts of the City , and the Park Superintendent had requested inclusion of three types previously excluded . Motion carried . Councilman Keckley moved to introduce Ordinance amending Sections 28 . 4 . 1 , 28 . 15 , 28 . 16 , and 33 . 33 of the Code of the City of Redwood City, relating to permits and permit fees , seconded by Councilman Henderson . The amendment would adjust permit fees to incorporate a nominal processing charge which the State now requires for fingerprinting service . Motion carried . Request of Redwood City Sunrise Lions Club to conduct a "Go-Kart " race on September 12 , 1971 . Request to Council in a letter dated July 30th was for permission to close Broadway at both ends of Douglas Ave . for a "Go-Kart " race , and for use of funds already allocated in the Budget for the annual bicycle race , discontinued this year , to be used for publicizing Redwood City and the race . Staff recommended approval . Councilman Keckley moved to approve request of the Sunrise Lions Club to conduct a "Go-Kart " race for community promotion , including provision for funding in the amount of $ 500 , and to authorize City Manager to issue permit establishing conditions , seconded by Councilman Petersen . George Hayes , 506 Trident , representing the Club , thanked the Council for its consideration , and indicated there was a great deal of enthusiastic support for the races . Motion carried . (MINUTE ORDER #71-143 ) Appointment to Committees and Commissions (Park & Recreation Commission and Architectural Committee ) . Councilman Keckley moved to cast a unanimous ballot to appoint William R . Welsh to complete one unexpired term ( to June 1973 ) on the Park and Recreation Commission , and to reappoint John Quinn to the Architectural Committee (4-year term ) , seconded by Councilman Weymouth and carried on roll call vote , Councilman Williams being noted absent .
