(For complete text , see City Clerk ' s <br /> file - Personnel . ) Councilman Williams commended the City Manager for the <br /> thoroughness of his report , and moved to authorize implementation of recom- <br /> mendations submitted , including extension of the two Construction Inspector <br /> positions to January 31 , 1972 , seconded by Councilman Petersen . Councilman <br /> Henderson asked for reassurance that using the funds in this way would not <br /> limit ability to fill the position of Director of Public Works . City Manager <br /> indicated that he did wish to fill the position in time , but emphasized the <br /> current need for the two Inspectors , and felt that there was need for reorgan- <br /> ization in the department , which would involve time for review . He indicated <br /> recruitment could begin, but hiring of a Director would not occur before ex- <br /> piration of the extension period . <br /> Following additional brief discussion , motion carried . (MINUTE ORDER #71-156 ) <br /> CONSENT CALENDAR : <br /> (a) ACCOUNTS PAYABLE, Nos . 85949 to 86093 , inclusive , totaling $178 , 661 . 84 . <br /> (Council action will approve accounts for payment by City . ) <br /> (b ) DAMAGE CLAIM : Mr . and Mrs . George Okada, on behalf of David T . Okada, <br /> a minor , personal injuries allegedly incurred at Day Camp . (Council <br /> action will deny the claim and refer to insurance carrier . ) <br /> Councilman Teymouth moved to approve CONSENT CALENDAR , Items (a ) and (b ) , seconded <br /> by Councilman Rhodes and carried . (MINUTE ORDER #71-157 ) <br /> Mayor Bury advised of a meeting of the Council of Mayors on Friday , in the <br /> event Council had any matters they would like to have considered . <br /> COMMUNICATIONS : <br /> 1 . Request by Attorney James R . Tormey , Jr . , on behalf of owners of apartments <br /> at 235 Arlington Road , at rear of Sequoia apartmehts , 1212 Whipple Avenue , <br /> for declaration of public nuisance because of management allowance of <br /> abuses as to noise , misuse of automobiles , and scattering of debris . <br /> Recommendation : Refer to Staff for investigation and report . <br /> 2 , Redwood City Republican Women , Federated , inviting Council to attend their <br /> September 21st meeting , to be held at the Redwood City Elks Club , 12 : 00 Noon . <br /> 3 . California Water Resources Association regarding trends and costs entailed <br /> in environmental programs . (Council received individually with attachments . ) <br /> 4 . James A . Moe , State Director of Public Works , acknowledgement of receipt <br /> of Resolution No . 6570 relating to State Highway Routes 82 and 114 . <br /> 5 . County resolution regarding State Highway System , <br /> Recommendation : Refer to Staff . <br />
