Warne Sanders , Woodside Road United Methodist Church. <br /> ON ROLL CALL , the following were noted present : Councilmen Mary W. Henderson, <br /> Herbert G. Petersen , William C . Rhodes , Ray A . Weymouth , Vice -Mayor Paul C . <br /> Keckley , and Acting City Clerk Frances I . Reggetts . Mayor Bury was noted absent . <br /> Also noted present were City Manager Howard C . Ullrich , City Attorney David E . <br /> Schricker, Police Chief John R . McDonald , Jr . , Fire Chief John Keller , City <br /> Auditor-Accountant Jack Ference , City Treasurer- Collector Harriet Drivon , Chief <br /> Building Official Charles Gyselbrecht , Planning Director Ken Schroeter , Construction <br /> Engineer William T . Martin , Deputy Director of Public Works Warren Mitchell , and <br /> Acting Secretary Evelyn Styler . <br /> Councilman Weymouth moved to approve , as mailed , Minutes of Regular Meeting of <br /> January 18 , 1971 , and Minutes of Executive Sessions of January 18 , 19 and 20 , <br /> 1971 , seconded by Councilman Petersen, and carried . <br /> Vice -Mayor Keckley relayed Mayor Bury ' s regrets that , due to unavoidable circumstances , <br /> he was unable to be present for the Council meeting . <br /> Vice -Mayor Keckley noted that Mrs . G . V. Leipzig and Mrs . D . J . Sherden would be <br /> attending Council meetings as Co-Observers representing the League of Women Voters <br /> of South San Mateo County . <br /> Consideration of an appointment to fill vacancy on Council . <br /> Vice -Mayor Keckley stated that there had been numerous Executive Sessions and <br /> many hours of serious deliberation , during which Council had considered 25 -30 <br /> applications for vacancy on the Council occasioned by election of Dixon Arnett <br /> to the State Assembly . After diligent endeavor to review the qualifications <br /> of all those who were interested , Council had made a decision . He called on <br /> Councilman Weymouth to make the nomination . <br /> Councilman Weymouth nominated James S . Williams to fill the vacancy on the City <br /> Council , noting that Mr . Williams , a Redwood City business man and presently <br /> a member of the Planning Commission , is a member of the Executive Board of the <br /> San Mateo County Boy Scout Council , a Deacon of the First Congregational Church , <br /> a Director of San Mateo County Independent Insurance Agents , a member of the <br /> Independent Insurance Agents of Redwood City , and a member of tt Rotary Club . <br /> He also served on the Park and Recreation Commission from April 1967 to October <br /> 1968 . <br />
