13 LEGISLATIVE COMMITTEE REPORT. Councilman Henderson reported that the Committee met with Mayor Bury on January 20 , 19 71 , and considered several items which had been referred by Council . Disposable Containers . The Committee reviewed a number of items on this �_ . subject , and desires to review State legislation (AB 164 and SB 118) which has been introduced since Committee is of the opinion that effective action regarding regulation of disposable containers can only be taken by either State or Federal ( and , possibly , both) authorities , However, Committee is of the opinion that efforts should be made toward discovery and invention of methods to provide for adequate disposal of the subject containers . Safety Flares . Committee considered letter and resolution from City of San Leandro urging support of a proposed bill which would require all vehicles to carry safety flares . After discussion, Committee referred the matter to Councilman Henderson for consideration by the California Association of Women Highway Safety Leaders , Allocation of Public Service Responsibility . Committee was unable to consider a resolution of the Council of the City of Vallejo urging all cities in the State to support and adopt recommendations contained in a report entitled "Allocation of Public Service Responsibilities " because the report was not included , However , Councilman Henderson has since received the report and the Committee will consider this matter at its next meeting , League of California Cities sent the report along with their recommendations , SB 107 - Wild Life Preserves . SB 107 would provide that certain sections of the Klamath , Trinity and Eel Rivers would be designated as parks and wild life preserves . Committee notes that it has heretofore supported HR 16854 which would have included the Eel , Klamath and Trinity Rivers as components of a national wild and scenic rivers system . Congressman Waldie , in his response to the Mayor ' s letter advising of the City ' s support of said bill , has indicated that he will reintroduce a similar measure in the current Congress . Committee recommends support of SB 107 , and that Congressman Waldie be notified of City ' s support of this legislation . AB 151 , AB 152 - South Bay Crossing . Committee discussed the subject Assembly bills which would require approval of the electorate of the Bay Area counties prior to construction of the South Bay Bridge Crossing, and which would prohibit construction of the South Bay Crossing without the State Legislature ' s approval , respectively .
