Acting City Clerk administered Loyalty Oath to RAUL JARAMILLO , Member of the <br /> Planning Commission . Presentation of Certificate of Appointment was made <br /> by Mayor Bury who congratulated Mr . Jaramillo and welcomed him to community <br /> service on the Planning Commission . Mr . Jaramillo responded , expressing <br /> his appreciation to the Council and his sincere gratitude to members of the <br /> Mexican -American community who also expressed confidence and encouragement . <br /> He stated that he hoped to be able to contribute to the progress and the <br /> development of the Redwood City community and thanked Council for this <br /> opportunity . <br /> COMMUNITY PROGRESS REPORT . <br /> Redwood Shores . City Manager noted that Mr . Reiter of DMJM was present <br /> to report on their activities , and would have some new and major information <br /> relating to the construction program of Leslie . <br /> Mr , Jim Reiter , Operations Officer of DMJM, <br /> reported that Marlin 1 is now expected to be <br /> complete in all respects about the middle of <br /> next month . Marlin 2 is in about the same <br /> category . Grading is now being finished <br /> along the street frontage and street monuments <br /> are being placed . Bridge connection project <br /> is just about complete . The finishing touches <br /> will be completed by Friday of this week . The <br /> Seismic Board has met since the last report <br /> and their efforts now are towards finalizing <br /> and combining singular thoughts into a report <br /> which is estimated will be forthcoming about <br /> April . At the last meeting they discussed a <br /> couple of points raised in the FHA recommitment <br /> letter of last fall , one being further con- <br /> sideration of application of some kind of <br /> seismically activated or other automatic <br /> shutoff valves for utility systems . With <br /> respect to work on the home building scene , <br /> Leslie reports that the Lyon builder has a <br /> program under way to start 70 new dwellings . <br /> He felt it was logical to assume American <br /> Housing Guild and others will move right along , <br /> as well . <br /> Councilman Henderson expressed continued concern about pollution of the lagoons <br /> and wondered if new methods should be considered for correcting the problem . <br /> She also mentioned a reported new problem of oil or grease in one area since <br /> the bridge has been opened . <br /> Mr . Reiter stated that they were proceeding with <br /> a study to find ways and means to serve backup <br /> systems in the event of power failures . He <br /> noted the difficulty in listing specifically <br /> all the occurrences and the causes , but they <br /> have documented the fact that four failures <br /> were due to construction operations and three <br /> were due to electromechanical operations not <br /> functioning properly . He was informed that <br /> City had chlorinated the lagoons two weeks ago , <br /> but since there has been no rain the chlorine <br /> was not flushed into the lagoons as expected . <br /> He further stated that there was a power failure <br /> last Friday , caused by construction equipment , <br /> Relative to oil pollution in the lagoons , he <br /> stated that this had not come to his attention <br /> prior to the Council meeting , <br />
