3 <br /> City Manager continued with Community Progress Report as follows : <br /> Woodside Road Median Landscaping Project . Plans were reviewed with Ribera & <br /> Sue . A problem has developed , but it is hoped will be overcome . The Planning <br /> Manual of the Division of Highway Design states that trees exceeding 4 inches <br /> in diameter of trunk must be a minimum of 30 feet from the curb line . The <br /> medians are only 16 feet wide . It will be necessary to obtain a policy <br /> interpretation , and since the medians technically do not fall in the category <br /> of highway design , it is hoped that City can proceed with original plans . <br /> Observation Deck - Marina . This will be a very handsome facility and will <br /> be finished in approximately 30 days . <br /> Fair Oaks Community Facility . No further report at present . Staff is in <br /> touch with HUD people in San Francisco in an effort to keep abreast of the <br /> project . <br /> Mayor Bury requested a meeting of the Committee in order to keep people <br /> acquainted with status and to receive additional input from the community . <br /> (Memo 2 -3 -71) <br /> Water Quality Control Board Monitoring Program . Council had approved funding <br /> and call for bids on monitoring equipment . Executive Director of the Water <br /> Quality Control Board has been asked to bring this to the attention of the <br /> Board . <br /> City Manager further reported he is preparing to initiate an " in house " study <br /> of the sewer collection system to determine infiltration factor which is <br /> present . Water Quality Control Board has brought to City ' s attention the <br /> fact that there seems to be a rather abnormal increase in the amount of water <br /> passing through the system immediately after a rather sharp rainfall . There <br /> are several areas of infiltration possibilities . A plan is being set up to <br /> make a systematic review of covers of the sewer collection system . Also , a <br /> proposal will be brought to Council to employ college students in a summer <br /> work program to determine if there are illegal connections to the sewer system . <br /> No bids were received on the surplus property at Middlefield and Pine , and the <br /> Park and Recreation Commission has reiterated its desire that this small parcel <br /> be maintained, with the possibility that it may be used for a rest place as <br /> opposed to a mini park . <br />
