130 <br /> Councilman Henderson noted that in addition to the Budget , there was an <br /> Executive Committee Resolution with regard to regional home rule which also <br /> had been furnished to Council , and she urged Council ' s support of both the <br /> Budget and the Resolution . <br /> Councilman Henderson moved that Council approve the ABAG Budget and the <br /> Resolution , seconded by Councilman Williams . <br /> Councilman Weymouth noted that the City ' s current dues have increased by <br /> $79 . 00 . Councilman Henderson explained that according to ABAG By-Laws the <br /> dues are based on the population figure which the State uses for gas tax <br /> allocation , and amounts to about three and one -third cents per capita . <br /> The new population figures will be reflected in next year ' s budget . <br /> Mayor Bury inquired concerning action being pursued by ABAG relative to <br /> attempts to recover the money in the Truax case , and if any further obliga- <br /> tions are presently accruing to ABAG . Councilman Henderson stated that <br /> she is not familiar with the current status , but understands that no <br /> further assessments or levies are required . <br /> Mayor Bury inquired if all representation positions from the cities and <br /> county are filled , and if there is an adequate number of representatives <br /> and alternates . Councilman Henderson advised that all general membership <br /> positions are filled in the County . The Board of Supervisors recently <br /> named alternates for two appointees to the Executive Committee . In June <br /> they will have only one member and cities will have two members . <br /> Councilman Petersen stated that he could not support the home rule Resolution , <br /> stating that it still has a long way to go to come up to the proposal pre - <br /> sented two or three years ago . He felt the Resolution is quite general yet <br /> indicates taking over of certain regulatory powers by a regional government <br /> without specifying what those powers will be and what the regulatory functions <br /> of that region ' s government will be . He stated he understood the need for <br /> certain problems to be handled on a regional basis , but felt the Resolution <br /> is an open-ended resolution which does not give the City the local control <br /> he felt was necessary . <br /> After further discussion of the Resolution and the Budget , Councilman <br /> Petersen requested a separate vote on each . <br /> Motion to approve the ABAG budget carried on roll call vote , Councilmen <br /> Keckley and Rhodes being noted absent .
