45 <br /> Councilman Henderson requested Council permission to attend Advisory Group on <br /> Governmental Organization and Procedures , State Legislature Joint Committee <br /> on Seismic Safety , regular committee meeting , March 19 , to be held in Los <br /> Angeles . She also requested permission to attend additional special Seismic <br /> Safety Committee meeting and field trip , either in conjunction with the <br /> March 19 meeting , or possibly on earlier dates in March . <br /> Councilman Weymouth moved to authorize attendance and expenses for Councilman <br /> Henderson for the two meetings requested , seconded by Councilman Williams , <br /> and carried , (MINUTE ORDER #71-36 ) <br /> Mayor Bury ordered adjournment at 8 : 55 P .M , to Executive Session to discuss <br /> personnel matters . <br /> Regular Meeting reconvened at 9 : 24 P . Henderson , <br /> Paul C . Keckley, Herbert G . Petersen , William C . Rhodes , and Mayor Robert H . <br /> Bury . Councilmen Ray A . Weymouth and James S . Williams were noted absent . <br /> Also noted present were City Manager Howard C . Ullrich , City Attorney David E . <br /> Schricker , and Deputy City Clerk Frances I . Reggetts . <br /> Councilman Petersen moved to adopt RESOLUTION NO , 6462 DECLARING, PURSUANT <br /> TO GOVERNMENT CODE SECTION 25643 , THAT FIRE PROTECTION SERVICES ARE PROVIDED <br /> WITHIN THE CITY ' S JURISDICTION, seconded by Councilman Rhodes and carried on <br /> roll call vote , Councilmen Weymouth and Williams being noted absent . This <br /> action was required since provisions of the Government Code require such a <br /> determination to be filed with the Board of Supervisors of the County prior <br /> to March 1st , if City is not to be assessed for any portion of the costs of <br /> County fire protection services . <br /> Report and recommendation of the Council Personnel Committee submitted relative <br /> to appointment procedure for position of City Manager was discussed , Mayor Bury <br />
