46 <br /> specifically calling attention to one recommendation , that City Attorney <br /> be requested to prepare a legal opinion on the Brown Act as it relates to <br /> Council activity on hiring a City Manager . <br /> On the subject of Executive Sessions , City Attorney reviewed the elements <br /> of discussions which would qualify them for this type of closed sessions . <br /> One recommendation of the Committee was discussed regarding the utilization <br /> of an executive recruitment service as the most productive method , and it <br /> was indicated if that concept is acceptable to Council , recommendation would <br /> be on Agenda for Council meeting of March 8th . It was the opinion that <br /> advertising in various professional publications was limited , due to <br /> publication deadlines . The method of recruiting through an executive <br /> recruitment service was discussed in greater detail . <br /> City Manager reported that Griffenhagen-Kroeger has indicated it may be <br /> as late as August 1st for completing their part of the process , if their <br /> services were to be contracted for , and expressed concern relative to an <br /> interim facsimile signature plate required for use in signing of City warrants . <br /> City Attorney suggested it may not be necessary to change any ordinance , <br /> since in the absence of the City Manager , Mayor may sign , and it might be <br /> well to proceed with preparation of an appropriate signature plate for <br /> such interim use . City Attorney added that , should a new City Manager not <br /> be appointed by the time the present City Manager leaves , it will be <br /> necessary to appoint a City Manager pro tem . <br /> Councilman Keckley moved to accept all eight recommendations as submitted <br /> by the Committee concerning recruitment procedures , seconded by Councilman <br /> Rhodes and carried. (MINUTE ORDER #71 -37 ) <br /> City Manager advised he had contacted Councilman Mary Davey relative to her <br /> request to appear before Council on March 8th to discuss foothill parks , <br /> and she had indicated presentation can be made within the 15-minute limitation <br /> suggested by Council . It was recommended this item be placed at the beginning <br /> of the Agenda . <br /> Meeting adjourned at 5 : 245 P .
