49 <br /> City Manager continued the report with a summary of progress in the SCSP <br /> joint facility with San Carlos and Belmont , which Council had specifically <br /> requested . Unit No . 1 , the large pumping station in Redwood City , was 76% <br /> complete on basis of dollars , with most of the items yet to be done of a <br /> non-operational nature . This portion proceeding well ahead of schedule . <br /> Unit No . 2 , transport line , about 83% complete on the basis of footage , <br /> and Unit No . 3 , the submarine outfall line , was about 84% complete . He <br /> noted the April 1st deadline imposed by the Regional Water Quality Control <br /> Board , and every possible effort is being made to meet this date . <br /> Council had previously also expressed concern over access roads into the <br /> built up areas of Redwood Shores , and City Manager referred to a slide <br /> projection which depicted locations of Radio Road and contractors ' haul <br /> road which can be used to serve emergency vehicles . Councilman Henderson <br /> requested copies for Council of this drawing . (Memo 3-2 -71 ) <br /> Observation Deck - Municipal Marina was reported to be complete , except <br /> for a small number of items for correction by the contractor . The Sequoia. <br /> Hospital expansion program is proceeding and the improvements expected to <br /> amount to six million dollars , with significant increase in the hospital ' s <br /> capabilities . Plans were reviewed by the Building Department , and conferences <br /> held with Staff. Woodside Road Improvements are virtually complete and State <br /> - will be provided with a punch list as a result of City inspection . There <br /> has been no response from the State as yet relative to the use of trees in <br /> the medians . United California Bank Building will go ahead , and the latest <br /> information was that groundbreaking would be the first of April . Council <br /> had mentioned previously the concern expressed by Mr . Spadia , President of <br /> the 49ers , regarding condition of the practice field . Additional work has <br /> been done , and City Manager indicated he would meet with Mr . Spadia this <br /> week to try to work out a joint funding proposal , which will be brought <br /> back to Council . On several occasions the team has been obliged to transfer <br /> to other fields because of faulty drainage and poor turf conditions . (Memo <br /> 3-2 -71 ) <br /> Channelization and Signalization of El Camino - Traffic Committee and <br /> Engineering staff have completed study between Whipple and Oak Avenues , <br /> and it was thought the best way to present to Council would be in a Regular <br /> Adjourned meeting so as to allow sufficient time for review with Council . <br /> This will be included in recommendations in the budget for Gas Tax funds , <br /> City Manager requested that Council consider a date which would be acceptable <br /> to them to go into a Regular Adjourned meeting to go over plans and get <br />
