(Memo 3 -2 -71 ) City Manager reported that two Department Heads had been honored , with Alfred "Red " Morton , Recreation Director , having received Merit Award at the last conference of Park and Recreation Association , and last Friday , the California Landscape Contractors ' Association honored Redwood City with First Place in Municipal Improvement category . Superintendent of Parks , Pasco Balzarini , will attend the 1971 Daisy Awards banquet on March 20 to accept the award for the City .
