486 <br /> oxidation ponds and chlorination is equal to or superior to treatment in <br /> Redwood City , Belmont and San Carlos plants , Probability is that the <br /> outfall into Steinberger will not have to be used and that additional <br /> oxidation will not have to be created . <br /> In response to question by Councilman Henderson relating to City ' s investment <br /> in this facility , Manager stated that the expenditure was minor . Mr . Reiter <br /> commented it was anticipated to be a short -life facility , having been <br /> constructed of corrugated metal pipe as opposed to concrete pipe , <br /> Councilman Henderson noted that there has been some question as to whether <br /> chlorination is satisfactory or sufficient as a technique for reduction of <br /> contamination and asked Mr . Reiter for comments on whether other techniques <br /> should be considered . Mr . Reiter replied in the affirmative but stated <br /> this is not applicable to the present situation . He stated that in the <br /> summer months there is a condition called algae bloom that depletes the <br /> oxygen . This situation can be alleviated by another circulation system piped <br /> through the levee . There has been some difficulty in convincing the Regional <br /> Water Quality Control Board that this is a needed project . DMJM is <br /> endeavoring to do this prior to next summer . The chlorination work being <br /> done now arises out of a different problem than algae bloom in the summer . <br /> This is simply an overflow from the pumping stations and chlorine is a <br /> disinfectant as opposed to treatment . It is not recommended as a standard <br /> operating procedure for lagoons . Two things are involved here , the summer <br /> condition of algae bloom , and the overflow from the pump stations . They <br /> will continue to work with the Water Quality Control Board and attempt to <br /> eliminate the summer problem . <br /> City Manager agreed with Mr . Reiter that with the chlorination and the <br /> introduction of fresh water runoff through the storm drain system into this <br /> area and with the advent of cooler weather , the problem at present is under <br /> control if no further contamination occurs . He stated he will check with <br /> the County to see if they have made any tests recently . <br /> City Manager also commented on problem of getting approval from the Water -T <br /> Quality Control Board to install the pipe through the levee to increase <br /> the circulation . They will continue to work on this problem . <br /> Councilman Keckley inquired if there was more than one spill due to failure <br /> of the pump system . Mr .
