M . <br /> Pledge of Allegiance led by Councilman Williams . <br /> Invocation led by Reverend Robert Rooks , Calvary Baptist Church . <br /> ON ROLL CALL, the following were noted present : Councilmen Mary W . Henderson, <br /> Paul C . Keckley , Herbert G . Petersen , William C . Rhodes , Ray A . Weymouth , <br /> James S . Williams , Mayor Robert H . Bury , and City Clerk Marian McCrindle . <br /> Also noted present were City Manager Howard C . Ullrich , City Attorney <br /> David E . Schricker , Planning Director Ken Schroeter , City Treasurer- Collector <br /> Harriet Drivon , Police Chief John R . McDonald , Jr . , Fire Chief John Keller , <br /> City Auditor-Accountant Jack Ference , Chief Building Official Charles <br /> Gyselbrecht , Construction Engineer William T . Martin , and Deputy City Clerk <br /> Frances I . Reggetts . <br /> Councilman Keckley moved to approve , as mailed , Minutes of Regular Meeting of <br /> March 8 , 1971 , seconded by Councilman Williams and carried . <br /> Mayor Bury noted , for the benefit of persons present in the interest of the <br /> matter , that item relative to proposed agreement with Marshall - Stevens , Inc . <br /> for valuation of City property had been deleted from the agenda until a <br /> later meeting . <br /> Recruitment program for City Manager . Council had on March 8 , 1971 , instructed <br /> Staff to proceed with preparation of necessary documents to contract for <br /> services of Griffenhagen-Kroeger , an executive recruitment service , and <br /> provide for the necessary funds . <br /> Councilman Keckley moved to adopt RESOLUTION NO . 6466 TRANSFERRING $ 8 , 000 FROM <br /> APPROPRIATION FOR PAYMENT OF SALARIES , DEPARTMENT OF PERSONNEL ADMINISTRATION, <br /> TO APPROPRIATION FOR PURCHASE OF SUPPLIES AND OTHER SERVICES , DEPARTMENT OF <br /> PERSONNEL ADMINISTRATION , seconded by Councilman Henderson . <br /> Mayor Bury introduced Mr . John England , Principal Consultant , Personnel <br /> Services , of Griffenhagen-Kroeger , Inc . , whose biographical material had <br /> previously been submitted to Council . Motion carried on roll call vote . <br /> Councilman Keckley moved to adopt RESOLUTION NO , 6467 APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT FOR MANAGEMENT RECRUITMENT AND CONSULTING SERVICES , <br /> seconded by Councilman Rhodes and carried on roll call vote , <br />
