City Attorney asked that the letters be identified for the record as <br /> " Exhibit A " and " Exhibit B " , respectively . <br /> Mr . Brodie indicated that both Dr . Salinger <br /> and a representative of Humble Oil Co . were <br /> present to respond to questions of Council , <br /> if desired . <br /> Mr . Don Seidler , 186 Santa Clara Avenue , spoke <br /> in opposition to granting of the Use Permit , <br /> and expressed the belief there was an ample <br /> number of service stations along Woodside Road , <br /> that no benefit would accrue to balance the <br /> hardships to residents of the immediate area . <br /> He requested that Council deny the application <br /> for Use Permit . <br /> Councilman Weymouth inquired whether Mr . Seidler would object to any kind <br /> of occupancy other than residential . <br /> Mr . Seidler indicated he would be in favor of <br /> multi - residential or professional buildings . <br /> Mr . Larry Williams , 1730 Alameda , questioned <br /> design of entrances to the service station , <br /> expressing concern about traffic safety , and <br /> Mr . Armstrong , Engineering Supervisor for <br /> Northern California , Humble Oil Co , , 1330 <br /> Broadway , Oakland , responded . Mr . Williams <br /> indicated opposition to approval of the Use <br /> Permit . <br /> Arthur Reisinger , 2628 Delaware , referred to <br /> the Planning Staff report , which quoted the <br /> purpose of the "CN " District as given in the <br /> Zoning Ordinance as "To provide centers for <br /> convenience shopping in the residential <br /> neighborhoods planned and controlled to the <br /> extent that such centers will perform a vital <br /> service to the neighborhoods and become integral <br /> parts thereof . " He did not feel service station <br /> would provide a vital service , that an apartment <br /> building was needed , and more appropriate . He <br /> recognized that the property would need to be <br /> rezoned for that purpose . <br /> Council noted that frequently requests to rezone in order to build apartments <br /> are strongly protested by surrounding residents , and it was felt consideration <br /> should be given to whether there would be sufficient support . <br /> Delores Gay , 234 Marshall , spoke in opposition <br /> to the application , and asked that Council deny <br /> the request for a Use Permit . She quoted from <br /> a portion of report prepared in connection with <br /> proposed General Plan for Woodside Road , <br /> Paul Penna , 1541 Union , stated he owned property <br /> across Alameda from the lot under consideration , <br /> and that he favored a gas station , rather than <br /> an apartment . <br /> Mr . Penna was questioned concerning a series of applications to the County to <br /> rezone his property , and he advised there had been three instances , and that <br /> it was finally approved for low density apartments . He indicated he had never <br /> attempted to have the property zoned commercial , and it was not his intention <br /> to do so . <br /> Mike Sanchez , 2163 Alameda , spoke in favor of a <br /> gas station . <br />
